Organisational Context and Organisation Chart
The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our unique organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.
The Geoscience Energy and Maritime (GEM) Division provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (4) programmes within the division:
- Oceans and Maritime Programme (OMP) – assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.
- Georesources and Energy Programme (GEP) – assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.
- Disaster and Community Resilience Programme (DCRP) – assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.

- Earth and Ocean Observation Services – Promoting spatial data and systems analysis and capacity to improve decision-making to improve resilience and sustainable resource management.
This role will be report to the Director of the GEM Division and work alongside the SPC GEM Division Administrator and others in the DO’s as needed.
The role will also work in close collaboration with:
- GEM and SPC Monitoring, Evaluation and Learning Team
- GEM Division Senior Management Team
- Deputy-Directors of GEM Programmes
- Team Leaders, Project Managers and technical teams

Key Result Areas (KRAs):
The DSA GEM position encompasses the following major Key Result Areas in support of the Director and DO:
- KRA 1: Provide Financial and Procurement support (20%)
- KRA 2: Provide Administrative and Operations support alongside the GEM Administrator (30%)
- KRA 3: Provide Travel and Logistics Management (30%)
- KRA 4: Information and Knowledge Management (10%)
- KRA 5: Assist the Divisional Administrator and other GEM Administration and Finance staff as needed (10%)
Responsibilities include providing administrative, financial and logistical support to the Director GEM Division and the Director’s office as needed across actions related to travel, meeting management, training initiatives, the DO’s work programme delivery, executive and high-level engagements, information and knowledge management, communications both internally and externally and other assistance to the SPC GEM as needed including the Divisional Administrator and other GEM programme areas.

Most Challenging Duties Typically Undertaken (Complexity):
- Understanding and synthesising technical information and communicating the strategic significance of that information to the GEM Division and the broader SPC
- Liaising directly with high-level internal and external stakeholders on behalf of the Director, with a sufficient understanding of SPC corporate context and operations to communicate the tasks and priorities of the Director's office.
- Multi-tasking in a complex multi stakeholder environment
- High workloads requiring prioritization in an often-intense environment for time and attention
- Managing administrative needs of donor/partner, SPC country requirements
- Providing sound and timely advice on finances, procurement and administration and travel requirements
- Providing sound and timely advice on donor agreements, requirements and policies when needed.
- Providing capacity building and backstopping support to staff responsible for the financial management, administration and travel.
