Organizational Setting and Reporting Relationship

The position of Senior Operations Assistant is assigned to the Special Initiatives and Funds division (OMSF) within the Office of Markets Development and Public-Private Partnership (OMDP). You will be based at our Headquarters in Manila, Philippines.

You will report to Director, OMSF, Designated international staff and/or officer.

Your Role

As a Senior Operations Assistant, you will provide operational support for project teams and administrative responsibilities for Director, OMSF and other designated Technical International (TI) staff. You will provide support in processing, administration and monitoring of technical assistance (TA) projects for assigned project teams, and in managing daily operations and coordinating administrative activities for the assigned TI staff.

You will:

  • Assist in the implementation and administration of TA and the Asia Pacific Project Preparation Facility (AP3F), including consultant recruitment, contract management, and claims processing.
  • Assist in maintaining and updating project records in OMDP Project Management Dashboard and other relevant systems and databases.
  • Assist implementation and administration of budget and transaction advisory services (TAS) fee pools.
  • Assist research activities in relation to public-private partnership (PPP) business environment across developing member countries and international PPP market.
  • Assist in the creation and maintenance of PPP database (or any other database that may replace the PPP database) and production of PPP-related information materials.
  • Assist drafting of documents and presentation materials.
  • Ensure that all correspondence, project reports, TA and AP3F reports, project completion reports, and other documentation for supervisors are prepared, submitted on time and in compliance with ADB's standards and templates.
  • Provide front-desk support for OMSF-related operations as needed, ensuring requests, queries and correspondence are screened and promptly referred to concerned staff.
  • Ensure effective coordination of supervisors' schedules/calendar and arranging appointments, meetings, travel and accommodation as specified by the supervisors and in accordance with ADB procedures.
  • Ensure that the office filing systems and digital and physical documents are organized and updated in accordance with an existing framework for easy retrieval.
  • Maintain adequate stocks of office supplies as required.
  • Provide back-up support to other operations assistants.
  • Perform other duties as may be assigned and reflected in the incumbent's work plan.

Qualifications

You will need:

  • Bachelor's degree in business administration, social science or other related fields.
  • At least 5 years of relevant work experience.
  • Proficiency in Office 365 and other standard word-processing, spreadsheet and graphics software commonly used in multilateral organizations; familiar with videoconferencing tools such as MS Teams and Zoom.
  • Good memo composition and editing skills.
  • Strong time management skills, independently prioritizing tasks, project deliverables and meeting deadlines in line with standard operating procedures and supervisory direction.
  • Good composure.
  • To maintain confidentiality when handling sensitive project, procurement and staff information.
  • To liaise and work with staff within own work location and throughout the organization, and work with individuals from different cultural/national backgrounds
  • Proficiency in written and verbal English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
