Our organization:

The NATO-led Kosovo Force (KFOR) is deployed in Kosovo to help maintain a safe and secure environment and freedom of movement for all citizens, irrespective of their ethnic origin. KFOR is part of the wider international effort to build peace and stability in the area. Headquarters KFOR (HQ KFOR) is based in Camp Film City, Pristina.

This is a position within the Kosovo Forces Headquarters (KFOR HQ), a subordinate organization of Joint Forces Command Naples (JFCNP), both of which are organizations of the North Atlantic Treaty Organization (NATO).

The Command Group of Headquarters Support Group Branch protects Camp Film City / HQ KFOR against internal and external threats, and provides real life support to HQ KFOR and assigned facilities.

Within the Transport Section the Transport Administrator is responsible for management of work of the following sections: Fleet Management and Admin, Dispatch and Transport and Light Aid Detachment (LAD).

The Transport Administrator serves as the Executive Officer (XO) for the Transport Section Manager, coordinating daily platoon operations, dispatch schedules, and vehicle assignments for HQ KFOR transport missions.

Principal duties:

·Manage the Transcoy database and operates the NATO Depot and Support System-Movement, Transport and Materiel (NDSS-MTM) database.

·Plan the daily Transportation Requests with Dispatch Office for drivers’ activities.

·Serve as XO for the Transport Section Manager.

·Assign Personnel and Vehicles for transport missions in support of HQ KFOR.

·Coordinate and distribute functions to the related sections of the Platoon.

·Analyse monthly vehicle use, mileage, consumption, expenditure, trip tickets and provides associated reports, including external units.

·Keep track of accident reports, expenditure and operative status.

·Ensure the completion of all necessary administration, reports and statistics for NATO funded vehicles for higher authorities, J4 Property Officer TAMS on all administrative vehicle related activities including: acquisitions; temporary assignments; write-offs; REL; and registration.

·Keep custody of all vehicle active and historic file.

·Promote Write-Off analysis and annual acquisitions to Property Officer TAMS.

·Responsible for efficient internal vehicle maintenance procedures

·Property utilization Memorandum Receipt Account Holder (MRAH) of all vehicles their assignment and equipment.

Additional duties

·May be required to undertake operational deployments and/or TDY assignments both within and outside NATO’s boundaries.

·Any other duties or tasks as directed by the HQ KFOR Transport Section.

The work is normally performed in a normal NATO office-working environment. Normal Working Conditions apply.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The incumbent may be required to undertake TDY assignments, both within and outside NATO boundaries.

The required qualifications are:

·Higher Secondary Education plus vocational training in auto mechanic, auto management or related field.

·Minimum 4 years’ experience managing a fleet or related position in logistics field.

·Mechanical experience/training in automotive vehicles.

·National driving license

Desirable qualifications

·Previous working experience in a military environment.

·Logistics background in an international environment comprising both military and civilian elements.

·Experience as Transport Section Manager/Coordinator.

·Experience with LOG Filing System (FS) and/or NATO Depot & Support System (NDSS).

·Experience with supply and storage in transport field.

·Advanced vocational training in auto mechanic, auto management or related field.

·European Computer Driving Licence (ECDL).

·Logistic Courses

Managerial Responsibilities:

Controls and influences daily work priorities of an element in accordance with rules and regulations. Supervises and is directly involved in the direction, planning, coordination and review of the work of others. Some degree of external coordination is required.

Professional Contacts:

Regular professional contacts inside and/or outside immediate activity on functional matters. Solicits and gives information and provides advice/guidance. May negotiate at own level and should use initiative. These contacts, within designated levels of authority, could commit the organizational element to a course of action. Requires normal courtesy, understanding and tact in dealing with Branch Head and external unit members.

Contribution to the Objectives:

The work covers many similar and/or dissimilar tasks which require analysis and research skills within the same subject area. Although clear guidance and standard rules/regulations are available, ability to analyze and solve problems is needed to deal with specific issues. Performance of duties directly impacts the objectives, efficiency, image and the financial resources of the HQ especially when acting as the Executive Officer to the Transport Section Manager.

Impact of Work Environment:

The work environment has slightly undesirable effects on the work performed. Occasional exposure to noise, dust, extremes of temperature, oil, fumes with some risk of personal discomfort or injury.

Nationality Requirements:

Applicants must be nationals of NATO member nations.

Before any appointment is confirmed, the preferred candidate will be required to obtain a NATO Security Clearance and to successfully pass a medical examination certifying fitness to work.

The successful candidate will be offered a 12-month contract, which may be renewed yearly up to a maximum period of six years and subject to satisfactory performance and the continued operational need/funding for the position.

The starting salary for MCIV-4 is 5,926.00 € per month (exempt from local taxation).

·30 days annual leave per calendar year

·An installation allowance equal to one month’s salary (eligible if opting to stay outside of the camp. 50% to be reimbursed if not completing two consecutive years of service).

·A removal allowance equal to one month’s salary, after having completed at least one year of consecutive service, unless removal expenses are reimbursed by any other source.

·Travel Expenses paid to take up duty / end of tour from/to your permanent residence.
