1.    SUMMARY 
The Administrative Tribunal (AT) is an independent body. It is competent to decide any individual dispute brought by a staff member or a member of the retired NATO staff or their legal successor, who is affected by a decision, which is allegedly not in compliance with the CPR or the terms of their appointment with the Organization. The AT is composed of five members of different NATO nationalities who are appointed by the NAC. The AT generally conducts oral hearings and renders binding judgments. The AT is served by a Registrar office whose personnel are in the discharge of their duties responsible only to the Tribunal.
The incumbent, under the supervision of the AT Registrar, provides assistance related to the office administrative requirements. They ensure the timely preparation of all relevant administrative and legal documents in accordance with the guidance received. 
Additionally, they will conduct legal research in the field of international administrative law and support with the drafting and proof-reading of routine correspondence, analysis of case-related documents, annual statistics and any other legal or administrative documentation.

2.     QUALIFICATIONS AND EXPERIENCE

The incumbent must:

•    possess higher secondary education qualification with 4 years post-related; experience, OR upper vocational training/ post-secondary degree or a university degree in law with 2 years post-related experience;
•    have experience in an administrative capacity in a legal office including event, project management and financial support duties;
•    have experience in a legal office performing legal research; 
•    possess the following minimum levels of NATO’s official languages:English/French V (“Advanced”) in one and II(“Elementary”) in the other; and
•    have a sound working knowledge and demonstrate experience of standard software applications; and

The following would be considered an advantage:

•    experience working in an international organisation or international environment, such as NATO; 
•    experience with project management software, creating and maintaining webpages, and excellent SharePoint skills; and
•    excellent communications skills, and the capacity to present (orally and in writing) in a compelling, accurate, and clear manner, as well as be able to organize and synthetize voluminous information.

3.     MAIN ACCOUNTABILITIES          

Information Management: Process documents and drafts as required. Keep oneself informed of upcoming activities. Answer enquiries and and maintain the Tribunal’s agenda. Draft routine memoranda and cover letters as required. Assist with the day-to-day administration of the Tribunal. Finalize general correspondence and documents, prepare presentations and create tables of figures. Prepare staff mission and hospitality requests. Organise own workload to ensure the accurate and timely execution of duties. Collect, categorise and track relevant information required for various tasks and projects. Handle administrative preparation and filing (including retrieval and distribution of NATO and non-NATO documents). Maintain an effective follow-up and/or reminder system for pending actions within the service. Update relevant information portals and divisional sites.  Contribute to the continuous improvement of the IKM tools and processes for the unit.

Stakeholder Management: Establish good working relationships with all divisional staff and with relevant stakeholders inside and outside the Organisation. Engage with stakeholders in the areas of budget, finance and HR to become a divisional expert on International Staff administrative procedures. Liaise with others within the Division and beyond to leverage knowledge. Follow major activities in the field of international law of other International Organisations and international or national courts with a direct impact on assigned tasks. Demonstrate the necessary courtesy, diplomaticy and tact in dealing with the internal and external stakeholders and when representing the office.  

Project Management: Assist in managing the Tribunal’s sessions and work tasks. Prepare and contribute to project work as required. Execute budget transfers and input data in ERP. Produce regular financial summary reports. Assume accountability and drive projects/initiatives to completion. Find timely and creative solutions to problems that meet client and Organizational needs and priorities while respecting rules and procedures. Find ways to be faster, better and more effective in managing information and using office tools.
Perform any other related duty as assigned.

Reporting line: The incumbent reports to the AT Registrar.
Intercations: The incumbent will regularly interact with the other officials of the Organization NATO-wide and external stakeholders.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.

Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. These circumstances are described in the IS directive on twin-graded posts.
