Mission and objectives
UNICEF is committed to ensuring special protection for the most disadvantaged children – victims of war, disasters, extreme poverty, all forms of violence and exploitation, and those with disabilities. UNICEF responds in emergencies to protect the rights of children.
Context
UNICEF, in partnership with the Ministry of Public Health and Population (MoPHP), is supporting the strengthening of Yemen's Health Information System (HIS) to improve the availability, quality, and use of health data for evidence-based planning, programme implementation, and decision-making. This support includes the development, implementation, maintenance, and continuous enhancement of national digital health platforms, particularly the District Health Information Software 2 (DHIS2) and other integrated health information systems.
As part of this partnership, UNICEF provides technical assistance to the MoPHP in managing and maintaining the national Health Information System, ensuring its functionality, system administration, hosting, data quality, user support, capacity building, and integration with other digital health initiatives. UNICEF also supports the coordination of health information management across the Ministry, implementing partners, and donors to ensure timely reporting, programme monitoring, and accountability.
Given UNICEF's ongoing commitments under donor-funded health programmes, there is a continued need for dedicated technical capacity to sustain these systems, strengthen data management and reporting, support digital health innovations, and ensure uninterrupted operation of the national Health Information System. The position is therefore essential to maintain business continuity, safeguard UNICEF's investments in digital health, and support the Ministry in managing critical health information systems that underpin the delivery and monitoring of health services nationwide.

Task description
HMIS development (DHIS2/eLMIS implementation):
• Provide technical support on DHIS2/eLMIS implementation including system configuration, setting indicators, data elements, data flow, and forms.
• Maintenance of the cloud server as per global standards, installation of new DHIS2 instances, and migration of existing databases to the new DHIS2 instances
• Offer on-the-job training for the DHIS2/eLMIS national team, focusing on troubleshooting and improving capacity in web-API usage and data transfer.
• Create general program reports using iReport and develop necessary analysis and dashboards.
• Support the DHIS2/eLMIS implementation policy and guidelines to enhance information-sharing protocols.
• Collaborate with the DHIS2 core team to support a training plan and Training of Trainers (TOT) for all levels, ensuring that the national and core DHIS2 team gains confidence in using DHIS2 applications.

Programme Development and Management:
• Provide professional technical assistance in the preparation of the Situation Analysis for programme development and management by collecting and analyzing data and monitoring implementation progress.
• Contribute to the identification of critical intervention points and measures by administering a consistent and transparent monitoring system; analyses country level socio-political-economic trends and their implications for ongoing programmes and projects. Draft or prepare programme work plans as required.
• Propose adjustments/changes in work plans. Propose recommendations for inclusion in formal programme documentation, and new approaches, methods, and practices for supervisor.
• Prepare required data analysis to inform documentation and materials to facilitate the programme review and approval process.
• Regularly review the current information system (data collection tools, documenting and reporting system) used in the Expanded Program on Immunization (EPI) and Reproductive, Maternal, Neonatal and Childhood Health (RMNCH) programs.
• Provide technical assistance in improving the timeliness and quality of data reported through DHIS2/eLMIS.
