The Fund seeks to engage the Short-term Health, Safety and Security (HSS) Consultant to join its team at headquarters in Songdo, Republic of Korea, for a period of ten (10) weeks.

The General Services function supports the safe and secure activities of GCF operations at headquarters and during official travel. The Consultant will provide temporary technical and operational support during a period of staff absence, with a primary focus on travel health, safety and security, premises security, and emergency and incident preparedness and support. The consultancy is a short-term engagement and does not confer managerial, supervisory, approval or decision-making authority on the Consultant.

Under the guidance of and reporting to the Manager, General Services, the Consultant will provide ongoing operational coverage, advice, monitoring, coordination, and follow-up in accordance with applicable GCF policies and procedures. The assignment requires an onsite presence at GCF Headquarters in Songdo and may include support to other GCF premises or GCF-organized activities in the Republic of Korea, as required. The Consultant would be expected to commence the engagement in September 17, 2026.

Du ties and responsibilities

The Short-term Health, Safety and Security (HSS) Consultant will be responsible for but not limited to:

  • Provide ongoing technical advice and operational support for the health, safety and security of official GCF travel, including review of destination and itinerary risks and recommendation of practical mitigation measures
  • Monitor relevant medical, safety and security developments affecting official travel and provide timely advice to travelers and designated GCF counterparts.
  • Support implementation of applicable GCF travel HSS requirements, including enhanced arrangements for higher-risk travel, and coordinate with travel, medical and security assistance providers and other relevant internal and external stakeholders.
  • Provide pre-travel HSS guidance and briefings, respond to traveler inquiries, and follow up on open travel safety and security actions.
  • Provide technical and coordination support during safety, security, medical or emergency incidents involving GCF personnel while travelling, and promptly escalate significant issues to the Manager, General Services.
  • Review and support security arrangements at GCF premises, identify vulnerabilities, conduct targeted security risk assessments, and recommend practical mitigation measures.
  • Support access control, visitor security, physical security systems, and emergency and evacuation arrangements, including coordination and follow-up with building management and relevant service providers.
  • Coordinate with building management, security providers, local authorities and other relevant stakeholders on HSS matters affecting GCF premises or GCF-organized activities.
  • Provide technical and coordination support during safety, security or emergency incidents affecting GCF personnel, visitors or GCF-organized activities, and support security or emergency awareness briefings where requested.
  • Maintain and update HSS trackers, emergency contacts, incident and support records, audit evidence and open action logs, and support readiness and follow-up for internal or external audit requirements against applicable policies and standards.
  • Communicate and collaborate with GCF staff and relevant functions on an ongoing basis, prioritize concurrent requests, maintain continuity of open HSS matters, and follow up on assignments with minimal supervision, including a structured handover at the end of the engagement.

Required experience and qualifications

  • Advanced university degree in Security Management, Risk Management, Emergency Management, Social Sciences or another relevant field. A bachelor’s degree of relevant professional experience may be accepted in lieu of an advanced degree.
  • At least four (4) years of relevant professional experience (with Advanced University Degree) or six (6) years (with Bachelor’s degree) of relevant professional experience in health, safety, security, risk management or a closely related field, preferably in an international organization, international financial institution, United Nations entity or comparable environment.
  • Demonstrated practical experience in travel risk management and/or security risk assessment.
  • Experience supporting international or higher-risk travel would be an advantage.
  • Experience in physical or premises security, including access control, security systems and coordination with building management, security service providers or local authorities.
  • Experience in emergency, crisis or incident management and preparedness is highly desirable.
  • Relevant professional certification in security, emergency management or related discipline would be an advantage.
  • Strong judgment, organizational, communication, teamwork and stakeholder coordination skills, with the ability to prioritize concurrent operational matters, work independently and follow through on assignments with minimal supervision.
  • Excellent written and spoken English. Strong working knowledge of standard Microsoft Office applications, including Excel, Word, PowerPoint and Outlook.
