Working in the Finance Department under the direction of the Finance and Compliance Director, the Finance Manager ensures the accuracy and completeness of Mercy Corps’ accounting records and leads the monthly accounting cycle. The role supports budgeting at various levels and assists the Finance and Compliance Director in finalizing management and financial reports.

Operations – Financial and Budgeting
  • Ensure effective, transparent use of financial resources in compliance with Mercy Corps and partner agencies’ policies and procedures.
  • Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of Mercy Corps programs.
  • Provide monthly standard accounting submissions to Mercy Corps management/HQ including general ledger files, account reconciliations, expenditures by Fund code/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner.
  • Provide monthly management reports to the Director Finance & Compliance and Program Managers, including expenditure by fund code, and other financial information, in a timely and accurate manner.
  • Manage the month end accounting close process, ensuring the accuracy and completeness of the ledger, sub journals and all supporting documentation in all country offices.
  • Prepare month-end balance sheet account reconciliations.
  • Assist the Finance and Compliance Director in responding to audit inquiries.
  • Develop annual fiscal year budgets with the Director Finance & Compliance and develop and implement grant budgeting and forecasting systems with Program Managers.
  • Develop and prepare budget for new proposal in line with partner agencies’ budget format and requirements.
  • Provide Budget Vs Actual reports monthly to program heads and discuss for the updated projection.
  • Involve in the grant close out meetings and coordinate with program heads for all financial, subgrant and compliance issues before grants close out.
  • Maintain relationship with financial services.

Accountability to Participants and Stakeholders

  • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects. As such, all team members will be trained on Mercy Corps’ Community Accountability Reporting Mechanism (CARM) and have a duty to report all feedback received in person.
Supervisory Responsibility

Finance Coordinator, Finance Officer

Reports Directly To: Finance and Compliance Director

Works Directly With: Finance team, subaward team and international finance including other programs, Operations and HR.

Accountability

Accountable for following Mercy Corps Subaward Financial Management Manual, the MC Code of conduct regarding subgrant activities and MC Conflict of Interest policy.

Minimum Qualification & Transferable Skills

  • A minimum of four or more years of progressive financial management experience is required.
  • A BA/S or equivalent in accounting or finance is required. An advanced degree is preferred.
  • Four years’ experience in grants management as well as an understanding of partner agencies’ regulations is required.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Advanced computer skills in MS Office programs, particularly Excel
  • Prior management experience and strong organizational skills
  • Excellent oral and written English skills

Success Factors

An ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as a willingness and ability to enforce compliance with Mercy Corps and partner agencies’ policies and procedures is essential. The Finance Manager must be willing to travel to Mercy Corps field offices and project sites.
