MSF Operational Centre Amsterdam (OCA) is one of MSF’s operational centres. From its headquarters in Amsterdam, OCA supports the planning, management, and delivery of medical humanitarian operations in countries around the world.
Indirect procurement at OCA covers the goods and services required to support the organization and enable its humanitarian work, but which are not procured directly for use in medical programmes (or humanitarian operations). The Indirect procurement spend includes categories such as Fundraising & Communications, Marketing, Facilities and office services, consultancy services, human resources and recruitment services, travel, Insurance, and other corporate services.
Together, these categories represent approximately 30 million EUR in annual spend and involve a diverse range of suppliers and internal stakeholders. Currently, responsibility for indirect procurement is largely decentralised, with individual departments leading their own procurement and supplier-management processes.
To strengthen OCA’s approach and establish greater consistency, oversight, and coordination across departments, we are creating the new position of Indirect Procurement Advisor. The Advisor will introduce and embed a centralised procurement framework while working closely with departments to ensure that procurement processes remain practical and responsive to their needs.
Purpose of the role
Lead and oversee the development, implementation, and continuous improvement of OCA’s Indirect Procurement framework to strengthen procurement effectiveness, compliance, value for money, risk management, and sustainable procurement practices.
Main Responsibilities

You are the centralized procurement professional for MSF OCA indirect procurement, providing procurement expertise, guidance and day-to-day support to internal stakeholders across departments. You understand departmental needs and apply a pragmatic and cost-effective approach to sourcing, tendering, supplier selection and negotiations to ensure efficient and compliant procurement activities.

You will develop and maintain close collaboration with stakeholders across MSF OCA to ensure procurement meets MSF standards and due diligence requirements. Your collaborative approach ensures departments are applying procurement processes consistently and effectively.

You lead the development and implementation of policies, processes and procedures related to OCA’s indirect procurement. This includes training and guidance on OCA procurement processes.

You ensure all suppliers used by MSF OCA have been properly vetted according to approved MSF standards for supplier due diligence and risk management. You will also work with the respective departments to plan the vetting requirements for legacy suppliers.

You are responsible for the implementation, rollout and management of the Global Contract Lifecycle Management and E-Tendering Tool for MSF OCA indirect procurement. You will support Head Office users to facilitate the use of the system.

You will develop and manage indirect Procurement KPIs and data analytics, ensuring accurate reporting, informed decision making and effective performance monitoring.

You will act as the primary point of contact for MSF OCA and maintain strong collaboration with the Global Procurement Unit and the other Head Offices and Partner Sections. You will represent OCA in intersectional initiatives, participate in intersectional platforms, and align procurement opportunities with other Operational Centre’s where possible.
Candidate Profile
Required:

We are looking for an enthusiastic, integer person with an educational background in procurement, supply chain or business administration

You have at least 7 years of experience in procurement, sourcing or supply chain management in an international organization

You have experience with sourcing strategies, negotiation, stakeholder management, process improvements, contract management, change management, and project management

You are highly organized and able to work independently with minimum supervision. You structure and prioritize a high amount of day-to-day operational tasks efficiently, while maintaining a strategic mindset to align these activities with broader procurement goals.

You are an Excellent communicator and stakeholder engager, with a capacity to build and maintain a professional network relevant for the organization

We offer
A contract for 1 year with a renewal option (subject to satisfactory performance) based on a full-time appointment (40 hours/week). This position has been budgeted for the duration of 2 years.
A gross monthly salary ranging between 4,269- and 5,877-euros gross per month. The exact salary depends on your relevant work experience.
