Overview & Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools.

The purpose of this assignment is to support the Programme in developing a comprehensive Justice Zone Core Curriculum capacity-building program that will equip the JZ members with competencies to effectively implement and operationalize the Justice Zone Manual. 

The Consultant will work on a module under the Onboarding Track Modules (Tier 1) for the Core Curriculum that covers the JZ orientation and basic interagency coordination for all JZ members: 

  • Module 4: People-Centered Justice
  • Centers activities around transparency, responsiveness, and designing the local justice system around the lived experiences of justice seekers.
  • Integrates key components of people-centered justice in improving access to justice: (a) building a people-centered purpose and culture in the justice system; (b) designing and delivering people-centered justice services; (c) establishing an enabling governance infrastructure; (d) empowering people to be informed and to participate; and (e) committing to evidence-based planning monitoring and evaluation (OECD, 2019). 
  • Incorporates human-centered design principles into the development of programs and activities to address the needs and capacities of justice users and to eliminate barriers to access to justice in the JZs.

The Consultant will be responsible to:

  1. Perform a comprehensive review of the existing JZ documentation and produce an analysis that identify skills requirements, best practices, existing gaps, and priority areas. 
  2. Draft a Core Curriculum Package on these modules that includes module outlines, learning objectives, slide decks, facilitator guides, participant workbooks, and assessment tools.
  3. Facilitate a formal validation session to produce a validation report documenting feedback from stakeholders, and a Revised Curriculum Package incorporating all agreed upon inputs and refinements. 
  4. Prepare the Finalized Curriculum Suite (fully documented and ready for use) and a Final Report that includes the Pilot Implementation Report capturing outcomes and recommendations.

In summary, the consultant will design, develop, validate, and finalize a complete, ready-to-deliver Justice Zone training curriculum, based on the TNA, with full learning materials and implementation guidance.

Job Requirements

Education and Professional Experience

  • Degree in law, public administration, human rights, gender studies, governance, development studies, or related fields.
  • At least 10 years of relevant professional experience in public sector governance, justice sector reform, institutional capacity building, or human rights/GESI programming.
  • Proven experience in: 
  • Developing training curricula, modules, manuals, standards, or operational guidelines for multi-agency or multi-stakeholder environments. 
  • Working directly with government justice institutions, local government units (LGUs), and civil society organizations (CSOs). 
  • Facilitating workshops, consultations, simulations, role-plays, and participatory learning processes tailored to adult learners. 
  • Integrating gender equality, social inclusion (GESI), and human rights principles into institutional frameworks or training designs.
  • Prior experience working with EU-funded or IDLO projects is an advantage.
  • Direct experience working with or providing technical assistance to the Justice Zones is highly desirable.

Languages

  • Excellent command of written and spoken English and Filipino.

Skills, Knowledge, and Competencies

  • Strong analytical and writing skills, with a demonstrated ability to translate complex inter-agency legal frameworks, institutional mandates, and human rights/GESI concepts into clear, highly practical operational guidance.
  • Excellent facilitation, diplomacy, and stakeholder engagement skills, with the capacity to build relationships and constructively manage differing institutional mandates and disagreements across agencies.
  • Strong understanding of local governance systems, inter-agency coordination mechanisms, public accountability, and people-centered justice practices.
  • Strong organizational, multi-tasking, and time management skills to ensure delivery across multiple foundational modular components.

Terms & Conditions

This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The selected consultant is expected to commence work as soon as possible following contract signing.
