POSITION SUMMARY
Reports directly to the Programme Manager and maintains a technical reporting line to the Regional MEL Sr. Officer,the Senior Monitoring, Evaluation and Learning (MEL) Associate will support the implementation of the Leveraging Finance and Investments for a Green Transition (LIFT) programme in Africa and be part of the GGGI Africa Regional team. The LIFT programme is a flagship Sida-funded regional initiative designed to strengthen climate finance ecosystems, support Ministries of Finance and financial institutions, and mobilize investments for NDC implementation across participating African countries. The position will support the implementation of results-based management, monitoring, reporting, learning and adaptive management across the programme while ensuring compliance with GGGI and donor MEL requirements. The position will based at the Africa Regional Office in Abidjan, Cote d’Ivoire.
PURPOSE
The position is responsible for the overall monitoring,evaluation and Learning (MEL) function of the LIFT programme, ensuring that programme results are systematically monitored, measured, verified, reported, and used to inform adaptive management, accountability, organizational learning, and evidence-based decision-making.
The position also ensures the timely and high-quality reporting of programme results in accordance with GGGI's corporate monitoring, evaluation, and reporting requirements, across all participating countries.
ENGAGEMENT
- Function as a member of the Africa Regional Office, reporting directly to the LIFT Programme Manager with indirect report to the Regional Senior MEL Officer of the Africa Regional team.
- Work closely with the LIFT Programme Manager, other Africa Regional staff, country focal points and technical specialists to support results-based programme management, adaptive management and organizational learning.
- Coordinate MEL activities across participating African countries to ensure consistency of methodologies, indicators, data quality and reporting.
- Collaborate with the Regional MEL Senior Officer, the Impact and Evaluation Unit (IEU), and other relevant GGGI teams to ensure compliance with GGGI MEL policies, standards and reporting requirements.
- Liaise with Ministries of Finance, financial institutions, implementing partners and donors, as appropriate, to support programme monitoring, learning and reporting.
- Collaborate with the Regional MEL Senior Officer and country MEL focal points across Africa to strengthen GGGI's corporate MEL system, harmonize MEL approaches and methodologies, enhance data quality and reporting practices, and support the effective implementation of programme and corporate MEL requirements. Participate in and contribute to the GGGI MEL Network by sharing knowledge, lessons learned, and good practices to strengthen monitoring, evaluation, learning, and results management across the organization.
- Provide quality data, evidence, analysis, and results information to CKM +contributions to GGGI corporate reporting processes such as Mid-Year Results, End-of-Year Results (EOYR), KPI reporting, and other institutional reporting requirements.Support MEL and results management activities for other Africa Regional Office programmes and initiatives, as assigned by the Regional Director or LIFT Programme Manager.
DELIVERY
- Develop, implement, and periodically update the LIFT MEL Plan, including data collection methodologies, reporting schedules, data quality assurance procedures, learning activities, roles and responsibilities, and evidence management protocols.
- Review and refine the programme Theory of Change, Results Framework/logframe, indicators, targets, Indicator Reference Sheets (IRS), as required, to reflect programme implementation progress, adaptive management needs, donor requirements, and any approved programme modifications or expansion.
- Coordinate the planning and implementation of programme evaluation in collaboration with the Programme Manager, Regional MEL Senior Officer, the IEU, Sida, and other relevant stakeholders.
- Support the preparation of evaluation plans, Terms of Reference (ToRs), evaluation matrices, and background documentation, coordinate programme inputs to independent evaluations, and where required, manage consultant contracts and the implementation of evaluations.
- Ensure timely dissemination of evaluation findings and follow-up on management responses and evaluation recommendations.
- Coordinate programme monitoring, results reporting and learning processes, ensuring timely, accurate and high-quality reporting to Sida, GGGI and other stakeholders.
- Consolidate programme data, indicators and results from participating countries, ensuring data quality, consistency and traceability in close collaboration with GGGI LIFT country focal points
- Maintain accurate, complete, and up-to-date programme information, results data, milestones, deliverables, and supporting evidence in GGGI's corporate systems (including GO, CRM, ERP, and other corporate monitoring and reporting platforms), ensuring data quality, consistency, traceability, and compliance with GGGI corporate requirements.Plan, coordinate, and conduct periodic data collection and assessment activities, including surveys, stakeholder consultations, country missions, and other quantitative and qualitative studies, to generate quality evidence for programme monitoring, reporting, adaptive management, and evidence-based decision-making. Analyse, interpret, and visualize programme data to communicate results, trends, and lessons learned effectively. Produce high-quality progress reports, analytical briefs, dashboards and other MEL products that communicate programme performance, results and lessons learned.
- Support the implementation and management of evaluations, assessments and technical studies, including quality assurance and follow-up of recommendations.
- Develop programme learning agendas, facilitate learning activities, and document lessons learned and good practices to strengthen adaptive programme management and cross-country knowledge exchange.
- . Support the provision of MEL training, and capacity-building activities for programme staff, country teams, and implementing partners, in collaboration with the Regional MEL Senior Officer, and other relevant GGGI teams
- Contribute to programme planning and proposal development through the design and quality assurance of results frameworks, indicators, targets, Strategic Outcome multipliers and MEL approaches.
- Support monitoring, evaluation and learning activities for other Africa Regional Office programmes and initiatives, in collaboration with the Regional MEL Senior Officer and as assigned by the Regional Director or LIFT Programme Manager.
REQUIREMENTS

Qualifications
- A Bachelor’s degree in economics, project management, public policy, Business administration, Economics, Environmental management/science, or a related discipline. A Master’s degree or equivalent is an advantage
- At least 5 years of work experience, with at least 3 years in MEL and a proven track record of executing the full MEL cycle (i.e., from design to tools creation, data collection, analysis, and reporting) in the field and international experience in developing context required
- Proficiency in English required; proficiency in other language used in duty station a strong asset
- Experience and knowledge in climate change, climate finance, sustainable finance, green growth or related fields will be an asset.
- Technical proficiency in XLS form-building, MS Access/SQL, relational database, and/or PowerBI highly preferred; need to be able to create tools and outputs
- Experience supporting multi-country or regional programmes is highly desirable.

WORKING CONDITIONS
The Associate is a National Position at G7 grade level in GGGI’s national salary scale. The salary range for the position starts at USD32,458 per annum depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
