Organizational Context and Scope

Under the overall supervision of the Project Officer (Livelihoods) and the direct supervision of the National Project Officer, the Senior Project Associate(s) will serve the Enterprise Development Fund (EDF) technical team as focal points for Environmental & Social Action Plan’s (ESAP) and Milestone Verification (MV) procedures respectively. The post holder will be responsible for supporting the implementation of quality assurance processes for the EDF technical team, and  the maintenance of quality assurance standard operating procedures (SOPs) for EDF processes under their responsibility. This role requires extensive liaison with IOM field staff  to respond to requests,  follow-up on delays, etc.

Responsibilities

  1. Assist in the planning, coordination, implementation and monitoring of project activities. 

  2. Compile, summarize, analyse, and present information/data on EDF quality assurance processes, highlighting noteworthy issues for the consideration of appropriate parties.

  3. Monitor EDF implementation and propose adjustments as necessary.   

  4. Act as a focal point for an EDF quality assurance process (e.g. ESAP or MV), involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.

  5. Draft status reports; identify shortfalls in delivery, bring them to the attention of the direct supervisor and Project Officer (Livelihoods) to suggest corrective measures. 

  6. Draft correspondence on EDF quality assurance issues, prepare and update reports, graphics, statistical tables, and other forms of documentation.

  7. Organize meetings, workshops and training sessions; prepare training materials and lead delivery of capacity building trainings to IOM staff on EDF quality assurance matters. 

  8. Respond to complex information requests and inquiries; set up and maintain files/records.

  9. Monitor the work of IOM staff and report any non-compliance to the supervisor.

  10. Provide inputs for the development of Standard Operations Procedures (SOP) for EDF technical tools and quality assurance processes. concept papers and provide general support for the development of new projects.

  11. Perform Investment Committee Visits for EDF business selection and support with negotiation meetings as assigned.

  12. Perform other related duties as assigned.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

  • School diploma in relevant with six years of relevant experience; 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; 

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Strong editing, and proofreading skills. 

  • Strong organizational and document management skills. 

  • Experience maintaining databases, trackers, and filing systems. 

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). 

  • Experience using SharePoint or other document management platforms. 

  • Ability to compile and consolidate information from multiple sources. 

  • Experience supporting reporting and proposal development processes. 

  • Strong attention to detail and ability to meet deadlines. 

  • Ability to maintain accurate records and monitor information flows. 

  • Knowledge of standard administrative and programme support procedures.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

Fluency in English is required 

Arabic and Kurdish are advantage Languages

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
