Organizational Context and Scope

Under the direct supervision of the Senior National MEAL Officer (Head of MEAL Unit), the incumbent will be responsible for specialized digital data collection and business intelligence services that support project monitoring, strategic performance management and organizational reporting by designing, developing and maintaining digital data collection platforms, interactive dashboards and visualization products while ensuring data quality, accessibility and compliance with IOM data management standards.

Responsibilities

Responsibilities and Accountabilities
Lead in the processing, consolidation and analysis of data to meet the reporting requirements of donors, internal monitoring frameworks, and IOM’s M&E standards. 

  1. Assist and guide the MEAL team in standardizing data collection, analysis and management tools and processes to ensure .
  2. Provide support to MEAL team to monitor targets and indicators using agreed M&E Frameworks and work plans, including application of standardized M&E tools and facilitate and guide their application within the project area of responsibility (AoR).
  3. Participate in M&E coaching and mentorship sessions for relevant colleagues and Implementing Partners (IPs) in the field to:
  • Promote adherence to agreed M&E standards for IOM and donors;
  • Encourage widespread use of appropriate data collection methods;
  • Improve data quality assurance during data collection; 
  • Gather feedback regarding the effectiveness of qualitative and quantitative data collection methods. 
  • Build capacities in the use of relevant tools and applications (e.g., Kobo Toolbox, PowerBi)
  1. Consolidate, review and analyze M&E data based on key performance indicators and report any irregularities to the Senior National MEAL Officer. 
  2. Create and maintain visualized dashboards, M&E data or knowledge management systems and analytical reports for MEAL unit in close coordination with MEAL Associates, project teams and Senior Information Management Associate(s).
  3. Use power business intelligence and other data visualization software to support periodic MEAL activity and narrative reporting as needed, and to create interactive dashboards for beneficiary statistics, mission strategy performance monitoring, and respective survey measurements.
  4. Work closely with MEAL and project teams to facilitate data collection processes, providing assistance in data collection tool design/management (e.g. Kobo, MS Forms etc.) and guidance on data capture and entry procedures.
  5. Assist in the circulation of relevant qualitative and quantitative data to relevant IOM project managers and M&E team in line with M&E frameworks. 
  6. Maintain the strictest confidentiality of all data collected and related processes; verify all data are stored according to IOM data storage guidelines; actively take measures to prevent the unauthorized sharing of any beneficiary data to external parties and ensuring accuracy, consistency and privacy of the shared data.
  7. Assist in the development of thematic/sectoral reports in coordination with program managers to be used for internal and external communications materials, highlighting outcomes and impact across the thematic areas and when applicable, to specific areas or groups of beneficiaries.
  8. Support ongoing coordination with Senior Information Management Associate(s), Project Development and Reporting (PDR) unit and any other units, as required.
  9. Support interagency monitoring and evaluation initiatives such as post-distribution monitoring, sectorial assessments, etc., that are led by IOM.
  10. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience
Education: 

  • Undergraduate university degree in Social Sciences, Computer Science, Engineering, Demography, Statistics or related field from an accredited academic institution, with four years of relevant professional experience; or 

  • Completed High school degree from an accredited academic institution, with six years of relevant professional experience.

Experience: 

  • At least four years of proven experience using data collection, analysis and visualization related computer programmes and databases (e.g. Power BI, Kobo Toolbox, Microsoft Forms, MS Excel, MS Access, SPSS, STATA, Nvivo, Atlas and other enterprise database management systems);

  • At least two years of demonstrated experience in designing of data collection tools (in particular surveys), utilizing standard tabulation and statistical software packages, drafting statistical and analytical reports;
  • At least two years of demonstrated experience in the management and coordination of information flows and data management including collecting, storing, processing, and analyzing data to generate information products, and creating/maintaining interactive visual dashboards;
  • At least two years of demonstrated experience with the management of databases and information systems including design, development, implementation, and maintenance. 
  • At least two years of previous experience working with an International Organization, UN agencies or NGOs.
  • At least four years of proven relevant experience in Türkiye or comparable contexts in the Region.

    Languages: 

  • Fluency in oral and written English and Turkish is required.

  • Working knowledge of Arabic is advantageous.
