The Norwegian Refugee Council (NRC) is seeking an experienced Procurement Manager to lead and strengthen procurement operations across Ukraine.

What you will do
The Procurement Manager will play a critical role in ensuring that NRC’s procurement is efficient, timely, transparent and compliant with NRC policies, donor requirements and applicable Ukrainian regulations. The position provides strategic and operational leadership to the country procurement function while supporting procurement colleagues across NRC’s area offices.
Key responsibilities:
Lead and oversee procurement processes across the Country and Area Offices, ensuring compliance with NRC policies, SOPs, the Logistics Handbook and donor requirements.
Manage, mentor and build the capacity of the procurement team, while supporting staff with procurement responsibilities across the operation.
Lead international procurement, including coordination with suppliers, freight forwarders, transporters and customs agents to ensure timely delivery.
Oversee supplier due diligence, performance management, supplier databases, contracts and Framework Agreements.
Lead procurement planning, market analysis and supply-chain reviews to support effective programming and market-based interventions.
Strengthen procurement controls, segregation of duties, anti-corruption measures, documentation and audit trails.
Monitor procurement performance through regular analysis, reporting and key performance indicators.
Maintain effective coordination with programme, grants, logistics, risk and compliance teams, as well as relevant external coordination platforms.
What you will bring
Minimum 3 years’ relevant experience as a senior Logistics, Supply Chain or Procurement Manager, preferably in a humanitarian, recovery or international context.
Relevant university degree or professional qualification in Logistics, Supply Chain Management or a related field.
Demonstrated leadership and team-management experience, including mentoring and capacity building.
Experience working effectively in complex and volatile environments.
Strong knowledge of procurement, international purchasing with experience in a large-scale operation with decentralized procurement across multiple area offices and high value international procurement from diverse countries is an advantage,
Knowledge and understanding of the Ukraine operational context is an advantage.
Fluency in English and Ukrainian, both written and spoken.

What we offer
Duty station: Kyiv, Ukraine, with possibility to be hosted from other NRC Ukraine offices
Fixed term contract: 12 months national contract.
Travel: Up to 30%
Salary/benefits: Grade 9 on NRC's grading structure.
