Purpose of the role
The Cash and Voucher Assistance (CVA) Coordinator plays a strategic leadership role in supporting the Syrian Arab Red Crescent (SARC) to strengthen its organisational readiness and capacity to deliver high-quality, scalable and accountable cash assistance programmes.
This role will provide technical leadership and guidance to support the continued institutionalisation of CVA across SARC, ensuring that systems, procedures, tools and capacities are embedded throughout the organisation. Working closely with SARC, the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC) and Partner National Societies, the post holder will contribute to strengthening cash preparedness, programme quality, coordination and learning.
The position is based in Damascus with regular travel to field locations as required.
About the team
The British Red Cross (BRC) and Syrian Arab Red Crescent (SARC) partnership is well established and grounded in shared priorities aligned with SARC's 2023 to 2027 Strategy. Since 2018, BRC has been the lead partner supporting SARC's Cash and Voucher Assistance preparedness journey, helping to strengthen national systems and expand the use of cash assistance across humanitarian programmes.
Following more than 15 years of crisis and the evolving humanitarian context in Syria, cash assistance remains a critical modality for supporting vulnerable people to meet their basic needs with dignity and choice, while contributing to local market recovery and resilience.
SARC is the country's largest humanitarian organisation, operating through 14 branches and more than 70 sub-branches nationwide. It has successfully integrated CVA into emergency response and longer-term programming and continues to play a leading role in delivering cash assistance across Syria.
The role sits within the Syria team under the MENA regional structure and contributes to the broader International Programmes and Partnerships Department. This department works collaboratively with Movement partners and technical specialists to strengthen National Society capacity and deliver high-quality humanitarian programming.
About the person
To be a successful CVA Coordinator, you will need:
- Robust technical expertise and practical experience in designing, implementing, monitoring and evaluating Cash and Voucher Assistance (CVA) and market-based programmes in humanitarian and recovery contexts.
- Sound understanding of cash preparedness, organisational readiness, market assessments, feasibility studies, response analysis, and integrated humanitarian programming.
- Strong knowledge of CVA systems, standard operating procedures, financial controls, delivery mechanisms, and programme quality standards.
- Experience strengthening institutional capacity, supporting National Society development, and delivering training, mentoring and coaching to staff and volunteers.
- Excellent coordination, stakeholder engagement and influencing skills, with the ability to build effective partnerships across complex, multi-partner environments.
- Strong analytical, planning and problem-solving skills, fluency in English (Arabic desirable), and willingness to travel and work in demanding environments.
