As Nigeria advances efforts towards Universal Health Coverage (UHC), health security, and resilient primary health care, there is a need to assess the extent to which existing Minimum Package of Health Services (MPHS) frameworks incorporate and operationalize the Essential Public Health Functions (EPHFs).To ensure that Nigeria's Minimum package of health services adequately address population health needs and emerging public health challenges, there is a need to conduct desk review, update the existing service packages, and identify opportunities for integrating EPHFs across all levels of service delivery as Essential Package Health services for the country.This consultancy will undertake a desk review of existing Minimum Package of Health Services (EPHS) in Nigeria, provide recommendations for incorporating EPHFs and facilitate the update of Essential Package Health Service towards National dissemination.## Responsibilities and Deliverables:The consultant will:- Conduct an inception meeting with relevant stakeholders. - Develop an inception report and workplan. - Conduct a systematic review of relevant national, regional, and international documents. - Develop an EPHF assessment and mapping framework. - Undertake gap analysis of existing service packages. - Document best practices from comparable countries. - Draft recommendations for incorporating EPHFs into the service packages. - Facilitate stakeholder review to update the Essential Package of Health Service (virtual and in-person meetings as required). - Prepare Validation workshop to finalize Essential Package of Health Services (EPHS). - Submit draft and final reports. Key Deliverables- Inception Report : Detailed methodology, workplan, review framework, and report outline. - Desk Review Report: Comprehensive review and mapping of existing service packages against EPHFs. - Gap Analysis Matrix: Identification of strengths, gaps, and opportunities. - Draft Recommendations Framework with EHPF integration through stakeholder review and update of services package. - Stakeholder Validation Presentation: Presentation of recommendations to finalize the Essential Package of health services. - Final Consultancy Report: Incorporating stakeholder feedback and finalized Essential package of health services. ## Qualifications, experience, skills and languages### Educational QualificationsEssential: Advanced university degree (Master's or higher) in Public Health, Health Policy and Planning, Epidemiology, Health Systems, Health Economics, Medicine or related fields.### ExperienceEssential:- Minimum 5-7 years of relevant experience in public health or health systems strengthening. - Demonstrated experience in health policy analysis and health service package development. - Good understanding of Nigeria's health system. - Knowledge of WHO Essential Public Health Functions framework. - Experience conducting desk reviews, policy analyses, and technical report writing. - Experience working with government, WHO, development partners, and health sector stakeholders. ### Skills/Knowledge:- Strong analytical skills. - Excellent technical writing abilities. - Stakeholder engagement and facilitation skills. - Ability to work independently and meet deadlines. ### Languages:Expert knowledge of English. ## Location:Abuja, Nigeria.## Travel:Some stakeholder consultations and meetings are expected to take place in person at locations outside Abuja.
