ORGANIZATIONAL CONTEXT

This position is part of the WFP Sudan Country Office and will lead the implementation of Security Risk Management across the five Darfur states, contributing to the safety and security of WFP personnel, assets, facilities, activities and operations under fragile and highly insecure conditions.


Sudan’s volatile emergency context, marked by conflict, economic disruption and climate challenges, requires an agile and strategic response under a Corporate Focus emergency level. The operating environment requires resilience, adaptability and innovation to navigate complex operations, enable humanitarian delivery and adjust operational modalities swiftly in a rapidly evolving context.


While the official duty station is El Geneina, the post will be temporarily based in Khartoum or Port Sudan. The duty station and operational location will be confirmed as the context in Sudan evolves. Candidates must be prepared to deploy and operate in challenging field conditions and adapt to potential changes in location and operational modalities.

THE ROLE

To support the provision of technical advice, guidance and management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Keep up to date with and advise upon regional and local security developments and issues and the potential impact upon WFP activity to inform security and operational activities.

  • Provide technical advice, guidance and support e.g. operational security requirements, security assessments and plans to country offices to strengthen the capacity within security management and crisis readiness and preparedness, contributing to the development of country strategy, policies and planning.

  • Provide leadership of a security team, ensuring the effective management of all security activity and resources to support country office programmes and operations.

  • Ensure the development and maintenance of an effective security management communications system to enable rapid and co-ordinated security activities.

  • Identify and build productive relationships with government agencies and national partners to align activities and optimise the best protection for staff, activities and facilities.

  • Represent WFP at national and inter-agency meetings e.g. security coordination cells to contribute to technical discussions and exchange of knowledge and experience and advocate for the WFP position.

  • Work in close collaboration with internal counterparts and external partners to align security activities with wider programmes.

  • Support the maintenance a regional security network among WFP security personnel.

  • Identify potential security training and development opportunities and needs and facilitate training sessions as required to build the security capabilities of WFP and external partners.

  • Oversee and prepare accurate and timely reporting e.g. mandatory ODF reports that enable informed decision making and consistency of information presented to stakeholders.

  • Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.

  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

  • Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.

  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

  • Other as required.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with 2 additional years of related work experience. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.


DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has advised on regional and local security developments that impact upon WFP’s security and operational activities.

  • Has provided support in the provision of technical security operations advice to strengthen the security management function of WFP and contributes the development of country strategy, policies and planning • Has managed large teams of staff with somewhat varied areas of expertise.

  • Has developed considerable exposure of managing resources in the STLDU or Operations and some experience of managing resources at HQ.

  • Has gained considerable experience in one or two operational areas.

  • Has gained experience in at least one other functional area within WFP.

Language: Fluency (level C) in English and Arabic language. Intermediate knowledge (level B) of another second official UN language (Chinese, French, Russian, Spanish, and/or Portuguese - a WFP working language), would be an asset.
 

MORE ABOUT YOU:

  • Extensive experience in highly insecure emergency settings.

  • Extensive field-level security experience supporting humanitarian operations under volatile, conflict-affected and rapidly evolving conditions.

  • Demonstrated experience leading or implementing Security Risk Management in complex field operations.

  • Experience in humanitarian access negotiations and engagement with relevant interlocutors in access-constrained environments.

  • Experience managing or supporting the response to hostage situations and other critical security incidents.

  • Strong coordination skills, including the ability to work effectively with WFP operational functions, United Nations agencies, humanitarian partners and other relevant stakeholders.

  • Experience in security compliance and in monitoring the implementation of applicable security requirements.

  • Experience supporting or delivering SSAFE training and related security preparedness activities.

  • Ability to provide practical, timely and operationally relevant advice under pressure.

  • Readiness for early deployment and willingness to serve in austere and highly insecure field conditions.

  • Resilience, adaptability and the ability to operate effectively amid uncertainty and rapidly changing operational requirements.

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed-term rotational contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package in line with ICSC standards, including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The position is based in El Geneina, Darfur, and the selected candidate will be expected to relocate.
