About this position

We are looking for a proactive, results-oriented, resourceful and relationship-driven Blended Finance Funds Consultant.

This position would be directly involved in program design, donor engagement, and fund development and management for global climate funds, with a particular focus on the Climate Investment Funds (CIF). You will work in the Blended Finance Division of the FSM Department.  At the Blended Finance Division, we manage the deployment of IDB Invest’s US$ ~1.25 billion of concessional donors’ funds under management towards highly additional and catalytic projects where actual or perceived risks are too high for commercial finance alone, strategically deploying concessional funding alongside private and commercial capital to unlock high-impact investments that face financing barriers. Working across IDB Invest, the Division deploys third-party funding into innovative blended investment structures through a range of instruments, including concessional debt, equity, guarantees, outcome-based finance, and grant-based technical assistance.

The Blended Finance Division is responsible for the technical management of third-party blended finance and technical cooperation funds. The Division works closely with the IDB Group’s Global Partnerships Office (GPS), which manages the Group’s relationship with donors and acts as funds administrator. 

What you’ll do

Under the lead of the Blended Finance Principal Officer responsible for technical management of funds:

  • Strategic Outreach, Stakeholder Engagement and Pitch Development
    Assist in strategic outreach, stakeholder engagement, and concessional resource fundraising efforts, including by identifying and engaging potential contributors to blended finance funds and programs, and by preparing tailored outreach materials, presentations, briefing notes, and pitch documents that articulate IDB Invest’s blended finance value proposition, strategic priorities, pipeline opportunities, and expected development impact.
  • Blended Finance Fund and Program Design
    Support the preparation of concept notes, proposals, and fund design materials for new blended finance funds and programs, including with multilateral climate funds such as the CIF and bilateral partners such as governments, philanthropies, foundations, and other concessional resource providers.
  • Multi-Stakeholder Engagement and Accountability
    Ensure structured engagement and representation of IDB Invest in multistakeholder settings, such as in Board Meetings or conferences, including with IDB Invest’s shareholding countries, donor partners such as CIF Trust Fund Committees, MDB counterparts, and other relevant stakeholders, supporting transparent communication, responsiveness to partner priorities, and effective coordination across blended finance initiatives.
  • Fund Allocation and Resource Deployment Frameworks
    Support the development and implementation of fund allocation frameworks and decision-making mechanisms to guide the transparent and efficient deployment of concessional resources across donor requirements, and ensuring strategic fit across sectors and geographies.
  • Multi-Donor Platform Development
    Support the design and development of a multi-donor platform to mobilize, manage, and deploy concessional resources at scale, including governance arrangements, value proposition, operating model, reporting requirements, donor engagement approach, and alignment with IDB Invest’s blended finance strategy.

What you'll need

•    Education: Master’s Degree in economics, international development, public and/or international affairs, finance, business administration, engineering or other relevant field.  

•    Experience: At least 5 (five) years of relevant professional experience at a financial institution, corporation, investment fund, multilateral development bank or other private sector entity is required.  

•    Languages:  Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration


    -    International consultant: International consultant Full-Time, 24 months (up to 48 months).
