Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination; (ii) Humanitarian Diplomacy and Digitalization; (iii) Management and Accountability; and (iv) People and Strategy.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). The Regional HR Officer is located within the HR department and the position reports directly to the MENA Regional HR Manager. The position is in the MENA Regional Office based in Beirut, Lebanon.
Job Purpose
In direct supervision by the Regional Human Resources Manager, the Regional HR Officer is primarily responsible for steering, executing, and providing technical support for key HR functions across the MENA region, including staff development, performance management, and talent acquisition. The role ensures the effective design, implementation, and continuous improvement of these processes, in alignment with IFRC global frameworks and regional operational priorities, while supporting managers and staff in their application. In doing so, the incumbent contributes to strengthening workforce capability, fostering a culture of performance and learning, and ensuring the attraction, development, and retention of qualified talent across the region.
Job Duties and Responsibilities
Learning and Development:
- Oversee L&D and training initiatives for MENA staff, following the activities in practice, and in active coordination with MENA HRM.
- Update the Staff Development User Guide for MENA as needed and provide guidance to staff on its implementation
Share regular announcements on events and trainings to HoUs, HoDs and staff in MENA
Track and document learning to secure equity and accessibility of all staff to various learning opportunities
Identify, coordinate, and manage training assessment needs to ensure staff development aligns with organizational priorities, in connection with the existing performance management tool.
Performance Development Programme (PDP) in MENA
- Coordinate with the core team in GVA to ensure understanding on the process for MENA region, in close collaboration with the Regional HRM
- Provide guidelines to staff and managers on how the PDP tool operates
- Ensure continuous communication to address any questions or concerns.
- Monitor the process as necessary to ensure it is being followed.
- Evaluate the effectiveness of the performance management system: Seeking feedback from employees and management to identify areas for improvement
- Actively contribute in sharing feedback and ideas with the core team in GVA for the ongoing development of the tool
- Develop and Conduct orientation sessions to present and explain the PDP process
- Deliver trainings on PDP Skill building workshops, i.e. Giving and Receiving Feedback, Handling Difficult Conversations, Getting Results and other skills building workshops.
Talent Acquisition:
- In coordination with the Regional Coordinator, HR Operations, manage end-to-end recruitment processes for international and national positions across the region. This includes posting vacancies on the IFRC Careers Page and relevant job boards, managing positions in D365 as required, coordinating job description classification for international roles, shortlisting candidates, administering written assessments, and participating in interviews.
- Conduct comprehensive reference checks and due diligence processes, including Dow Jones screening, MDS checks, and HireRight verifications for international recruits).
- Prepare and issue employment offers, and support negotiations with selected when needed.
- Provide the necessary information and documentation to the HR Operations team for the preparation of employment contracts for national staff
- Prepare employment contracts, assignment letters, and related documentation for international recruits.
- Maintain and regularly update the regional recruitment tracker to ensure accurate reporting.
- Ensure a positive candidate experience throughout the recruitment process by maintaining effective communication, building rapport with candidates, and providing timely guidance and support at all stages of the selection process.
Job Duties and Responsibilities (continued)
HR Service Delivery and Recruitment Support
- Provide support to the Human Resources Business Partner in managing recruitment processes for short-term contracts and international secondments across delegations and the Regional Office, ensuring alignment with ongoing operational requirements.
- Advise and assist line managers in handling consultancy contracts through the e-contract system, offering guidance and support as needed in diverse contexts.
- Manage and oversee the Employer of Record file for MENA region with the external vendor. Coordinate with Legal and Finance for updates and requirements.
- Provide administrative, logistical, and documentation support for selected HR-led staff engagement and onboarding activities, including induction days, Buddy System coordination, attendance tracking, feedback collection, communication follow-up, and related coordination, in collaboration with the Regional Senior Staff Health and Well-being Officer.
Others
- Support the MENA HR Unit as needed in various areas of HR activities, as requested by the Regional HRM.
Education
- Bachelor's degree in Human Resources Development, Business Management or related field - Required
- Masters Degree - Preferred
Experience
- 5 to 7 years of experience in HR, HR Development, training & development, recruitment - Required
- Proven ability to transfer knowledge about HR development principles and approaches - Required
- Experience in facilitating and supporting management/HR/admin personnel in HR related matters - Required
- Experience working in a Red Cross or Red Crescent National Society and/or IFRC or ICRC - Preferred
