| The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world’s animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. An individual consultant works in his own name, for the duration of his assignment at WOAH, to the exclusion of any other principal and without being attached to any employer.WOAH’s headquarters are based in Paris. The Organisation is present on every continent through 13 Regional or Sub-regional Representations. WOAH has 250 staff members, two-thirds of whom are based at headquarters. |
| Description of the individual consultant assignment |
| Positioning and reportingThe selected consultant will report directly to the WOAH Regional Representation for the Americas. In particular, he/she will work closely with staff responsible for the technical and administrative coordination of the project. In addition, the consultant will collaborate with the Project Manager under the responsibility of the World Health Organization/Pan American Health Organization (WHO/PAHO), which serves as the lead implementing agency for the project. |
| Mission objectivesThe Multi-Partner Trust Fund Office (MPTF Office) is a United Nations entity specialized in pooled funding mechanisms. It supports development effectiveness and UN coordination through the design and efficient, accountable and transparent management of innovative pooled funding mechanisms. Antimicrobial resistance (AMR) is a growing global threat to human, animal and plant health, putting food security and environmental sustainability at risk. Antimicrobials play a critical role in the treatment of diseases affecting humans, animals and plants and are essential for production, food safety and food security. However, their misuse contributes to the emergence and spread of antimicrobial-resistant microorganisms, creating risks for all populations regardless of income, age or gender. These risks are particularly significant in countries where regulatory, surveillance and control systems are weak or insufficient to prevent and contain AMR. The Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH)—collectively known as the Quadripartite—play a pivotal role in leading and coordinating the global response to AMR in close collaboration with national governments, the United Nations system, other organizations, civil society and the private sector. Through coordinated and collective efforts, AMR can be effectively reduced while contributing to the achievement of the Sustainable Development Goals (SDGs). The AMR Multi-Partner Trust Fund (AMR MPTF) is a strategic, multisectoral and multi-stakeholder initiative that mobilizes partnerships and funding to leverage the convening power, mandates and technical expertise of the Quadripartite. Its objective is to mitigate the risks associated with AMR and support the implementation of National Action Plans under a One Health approach. To support this initiative, the National Multisectoral Commission on AMR developed a project proposal with the assistance of the FAO, UNEP, WHO and WOAH regional and country offices. The selected consultant will be responsible for the overall supervision of the procurement and implementation of the activities included in WOAH’s work plan under the project. Key Responsibilities:– Support consultancy recruitment processes, service procurement procedures and acquisition of supplies required for project implementation.– Monitor and support the work carried out by consultants, suppliers and service providers selected for activities assigned to WOAH under the project. – Organize, plan and coordinate local events and workshops.– Support coordination activities with national agencies, other Quadripartite project officers and the overall project coordination team led by WHO/PAHO. – Conduct advocacy and stakeholder engagement activities to strengthen the participation of national agencies and relevant organizations.– Participate in coordination meetings with national authorities, the Quadripartite and other consultants involved in the project. – Prepare progress reports, provide information for project monitoring and evaluation, and contribute to the review of financial reports prepared by ad hoc personnel. |

| Requirements |
| Qualifications and ExperienceRequired Qualifications– University degree in Veterinary Medicine or equivalent. – Fluency in Spanish and English, both written and spoken. – At least five years of demonstrated experience in management, leadership, or executive positions within Veterinary Services or agricultural-sector organizations. – Proven experience in project formulation and management, procurement processes, tendering procedures, project monitoring, and reporting. Additional Qualifications– In-depth knowledge of Honduran governmental institutions, systems, and organizations related to the livestock and agricultural sectors. – Knowledge of producer organizations, professional associations, and academic institutions in Honduras. – Knowledge of antimicrobial resistance. – Proficiency in Microsoft Office applications, particularly Word and Excel Required SkillsTechnical Skills– Project management. – Procurement and tender management. – Preparation of technical and monitoring reports. – Strategic planning and operational management. – Information analysis and formulation of technical recommendations. | Additional Information |
| Working conditionsThe consultant must be based in Honduras, in close proximity to the offices of the competent authorities involved in the project. The assignment is part-time and may be carried out alongside other professional activities, provided that these do not give rise to a conflict of interest. The position requires extended periods of work in front of a computer. The planned activities do not involve travel within the country or abroad.
