The position is to be filled by 11 October 2026, with an initial contract duration of 1 year. There are very good prospects for an extension. Employment location will be Khartoum, Sudan (SD). 

The role coordinates performance monitoring and learning for the 2026–2030 Country Strategy, including outcome and systems level evidence on food systems, climate resilience, equitable partnerships and localization, and humanitarian action. It ensures that monitoring, evaluations, assessments, research, accountability and data management are rigorous, ethical, protection-sensitive and useful. The Coordinator leads and develops MEAL staff, strengthens the capacity of program teams and partners, and embeds learning, evaluation use and adaptive management across the portfolio.

Your responsibilities

• Lead the development, implementation and periodic review of the Country MEAL Strategy and action plan, aligned with WHH Sudan’s Country Strategy, organizational standards, donor requirements and relevant sector standards.
• Establish and strengthen country MEAL standards, procedures, tools and quality-assurance mechanisms for WHH and partner-implemented programs.
• Provide evidence-based advice to the Senior Leadership Team on program performance, quality risks, evidence gaps and opportunities for adaptation.
• Translate the Country Strategy into an integrated performance and learning framework and coordinate regular portfolio performance and program quality reviews.
• Provide technical leadership and quality assurance across program design and PCM, including theories of change, logframes, indicators, MEAL plans, sampling, data-collection tools, AAP and evaluation requirements.
• Ensure appropriate application of WHH’s Measuring Success framework and other organizational evidence approaches across projects.
• Oversee risk-based monitoring approaches, including field, remote, partner-led and third-party monitoring, particularly in access-constrained contexts.
• Lead data quality, information management and digital MEAL, including the scale-up and effective use of CommCare, dashboards and data-visualization systems.
• Ensure responsible, secure and conflict-sensitive management of program and beneficiary data in line with WHH requirements.
• Lead and quality assure evaluations, assessments and research, including methodologies, consultant management, findings, management responses and follow-up of recommendations.
• Strengthen accountability to affected populations by ensuring effective participation, feedback and complaints mechanisms and the application of CHS commitments.
• Lead country learning and adaptive management processes, ensuring evidence, community feedback and lessons learned inform program and strategic decisions.
• Strengthen knowledge management and facilitate learning across projects, locations, partners and technical teams.
• Lead, coach and develop MEAL/AAP/IM staff and provide technical leadership and capacity strengthening to project teams and partners.
• Maintain effective collaboration with WHH regional and global technical functions and represent WHH Sudan in relevant technical forums and working groups.

Your profile

• University degree in monitoring and evaluation, social sciences, development studies, statistics, economics, data science, research methods, or a related field; relevant postgraduate qualification is desirable.
• At least 7 years of relevant MEAL, evidence, accountability, or program quality experience, including at least 2 years in a senior coordination, management, or technical leadership role.
• Strong experience designing and strengthening MEAL systems, frameworks, indicators, data-quality processes, evaluations, assessments, accountability mechanisms, and organizational learning.
• Demonstrated experience in humanitarian, fragile, or conflict-affected contexts, including remote, partner-led, or access-constrained programming.
• Strong knowledge of quantitative and qualitative methods, results-based management, theories of change, logframes, AAP/CHS, and adaptive management.
• Experience with digital MEAL and data visualization tools such as CommCare, Kobo Toolbox, ODK, SurveyCTO, or Power BI; CommCare and Power BI experience is highly desirable.
• Proven ability to analyze complex evidence and community feedback and translate findings into clear, actionable recommendations for management and programs.
• Strong leadership, staff/partner capacity strengthening, communication, facilitation, influencing, and cross-functional collaboration skills.
• Experience contributing to program design, donor proposals, MEAL budgets, reporting, and partner MEAL systems.
• Willingness to travel to WHH operational locations in Sudan, subject to access and security requirements.
• Strong commitment to WHH values, safeguarding, responsible data, non-discrimination, accountability to affected populations, and equitable partnerships.
• Ability to prioritize and perform effectively in a volatile, high-workload and rapidly changing environment.
• Full professional proficiency in English; working proficiency in Arabic is desirable.
