Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by SACEUR. The Finance Directorate (J8) drafts, manages and executes the HQ and supported entities’ allocated budgets as well as accounts, purchases and contracts goods and services. It provides financial advice to COM and executes HQ-wide internal financial control functions. It develops and maintains the situational awareness of financial and contractual aspects in the planning process. The Budget Branch (BUB) manages the HQ and supported entities’ budgets and develops resource proposals and plans. It reviews and analyses issues with financial implications and is responsible for providing financial direction and guidance for HQ-related activities. The incumbent is responsible for preparation of annual budget estimates, trimester reports and for provision of budget analysis and statistics.

The main duties of Staff Officer (Budget Analyst) are to:

·Support the Branch Head during the screening/approval process of the annual budget estimates.

·Coordinate and direct budget analysis, including the preparation of statistics and execution data for HQallocated budgets, whether as Budget Holder or through delegated authority.

·Assist the Branch Head in HQ advisory and control functions related to the management of military budget allocations.

·Provide, compile and analyse the financial data derived from requirements submitted in the preparation of the medium-term resource plan.

·Ensure the proper use of international funds in accordance with NATO financial rules, regulations, and governing body guidance.

·Serve as primary or alternate HQ/Mission/Operation or deployed budget officer during extended absences or vacancies, as directed. During these periods, lead the management, control, and monitoring of the relevant budget, including identifying and initiating corrective actions when required.

·Prepare, manage, and maintain required accounts, reports, and financial statistics.

·Coordinate activities and tasks within the Budget Branch as directed by the Budget Branch Head.

·Actively contribute to identifying, mitigating, and managing risks within the Finance Directorate/J8. Support the implementation and maintenance of the Directorate’s internal control framework. Legal Authority - Legal accountability for financial arrangements.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Required Qualifications are:

ØEnglish – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

ØUniversity degree or equivalent in finance, accounting, business administration, economics, public administration or relevant field / subject.

(equivalent is Higher Secondary Education AND completed advanced vocational training in relevant field leading to a professional certification or accreditation).

ØMinimum 3 years professional experience in financial roles within national or international organisations both public or private.

ØMinimum 3 years professional experience in financial analysis, budgeting, and reporting, including presenting and justifying complex financial requirements.

ØProfessional experience using financial management systems.

ØProfessional experience in financial analysis and reporting using advanced spreadsheets, databases, and business intelligence tools.

ØProfessional experience coordinating financial processes across an organisation.

Desirable Qualifications are:

ØExperience using Financials Applications of Oracle E-Business Suite (EBS).

ØExperience introducing and embedding technology enabled financial processes.

ØExperience providing coaching, mentoring and training.

ØCompletion of relevant courses/ training.

The successfully selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer is released. The medical examination will take place with our medical consultant. It is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO's areas of operation.
