The consultancy will result in five concrete deliverables: 1.Final Inception report. 2.First Interim Assessment Report capturing 7 closed projects under the Special Programme 3.Second Interim Assessment Report capturing further 8 closed projects under the Special Programme 4.Draft Final Assessment Report covering fifteen closed projects under Special Programme and the aggregation of the 15 projects to reflect the performance of the Special Programme based on the 15 projects. 5.Final Assessment Report covering fifteen closed projects under Special Programme and the aggregation of the 15 projects to reflect the performance of the Special Programme based on the 15 projects.

UNEP’s Special Programme supports country-driven institutional strengthening at the national level in the context of an integrated approach to financing the sound management of chemicals and waste and facilitates and enables the implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention and the Global Framework on Chemicals. To achieve this, the Special Programme provides funds to developing countries and countries with economies in transition to implement projects focusing on aspects such as a) policy, legislation & regulation, b) stakeholder engagement, c) organizational structures, d) monitoring & enforcement, and e) mainstreaming of the sound management of chemicals and waste. Through this mechanism, the Special Programme has approved 91 projects for funding since its creation in 2015. This will be the third assessment of closed projects under the Special Programme and will look take stock of “what has worked well” and “where are the areas of improvement” for the projects included in the assessment. In this context, the Special Programme is looking for an independent expert to conduct this assessment. The findings and recommendations of this assessment will feed into the Special Programme Secretariat’s future work and provide lessons learned to enhance project implementation in different countries in the future. The responsibilities and objectives are: - Conduct the data collection in selected countries - Conduct the analysis based on the data collected - Formulate findings, conclusions and recommendations - Submit Assessment reports (5 deliverables are requested)

Master’s degree in Management, Social Sciences, Economics, Environment, Development, Law, Natural Sciences or any other related field. A bachelor’s degree could be taken in lieu of master’s degree provided the selected candidate has 7 years of relevant experience. At least five years of experience in monitoring and evaluation with a proven record in evaluating and/or assessing large regional or global programmes. Proven experience in evaluating projects/programmes of UN or development agencies (preferably UNEP) is an advantage. A broad understanding of Multilateral Environmental Agreements (MEAs) and in particular of the Basel, Rotterdam and Stockholm Conventions and Minamata Convention as well as of the Strategic Approach to International Chemicals Management /Global Framework on Chemicals; Excellent ability to compile reports based on the input of different experts and different data sources;
