BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian organization, working to save lives and combat hunger globally. In Yemen, one of the world's most severe humanitarian crises continues to drive widespread food insecurity and vulnerability. According to the 2026 Humanitarian Needs and Response Plan (HNRP), an estimated 22.3 million people require humanitarian assistance, including 18.3 million people in need of food security and livelihood support. WFP's response focuses on saving lives, protecting livelihoods, and improving food consumption among the most vulnerable populations through life-saving food assistance and nutrition interventions.
To support evidence-based programming and strategic decision-making, WFP Yemen's Vulnerability Analysis and Mapping (VAM) unit leads food security monitoring, assessments, and analysis across the country. The unit conducts large-scale food security and livelihood assessments, market monitoring, beneficiary monitoring, and other analytical activities that generate critical information on food security conditions, market trends, household vulnerabilities, and humanitarian needs. These efforts provide the evidence base for Programme design, targeting, operational planning, donor engagement, resource mobilization, and advocacy.
The VAM unit manages and analyzes a wide range of datasets and produces regular analytical products, including monthly food security updates, quarterly food security and market monitoring and market functionality assessments. Through rigorous data collection, analysis, and reporting, the unit plays a central role in informing WFP's response and supporting humanitarian decision-making across Yemen.
JOB PURPOSE:
The incumbent will lead the management, integration, analysis, and dissemination of food security, market, beneficiary targeting, and operational data to support evidence-based decision-making across WFP Yemen operations. The position is responsible for transforming large and complex datasets into actionable insights that inform Programme design, targeting, crisis response, strategic planning, resource mobilization, and advocacy.
The incumbent will oversee data analytics processes and information management systems, develop innovative analytical products and visualization tools, strengthen data governance and quality assurance mechanisms, and coordinate the production of regular food security and market intelligence products. The position will provide technical leadership on advanced analytical approaches, support capacity strengthening of VAM staff and partners, and ensure that analytical outputs effectively support humanitarian decision-making and operational priorities across Yemen.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Lead data analytics and information management activities within the VAM unit, ensuring the effective integration, management, and analysis of food security, market, beneficiary targeting, operational, and external datasets to support evidence-based decision-making.
Transform complex datasets into actionable information products by developing analytical reports, dashboards, visualizations, maps, briefs, presentations, and other communication products tailored to operational, strategic, and external audiences.
Coordinate and lead the production and dissemination of regular analytical outputs, including monthly food security updates, market monitoring reports, household food security assessments, and other ad-hoc analytical products.
Provide technical leadership on data analytics and business intelligence, promoting innovative approaches for data processing, integration, visualization, and analysis to improve the timeliness and quality of evidence generated by the VAM unit.
Support emergency preparedness and response activities through rapid analysis of food security, market, displacement, conflict, climatic, and economic data to identify emerging risks and inform operational decision-making
Oversee data quality assurance and governance processes, ensuring that data collection, storage, processing, and analysis comply with WFP standards and best practices for data management and protection.
Contribute to the design and implementation of food security assessments, monitoring systems, and analytical frameworks, ensuring that methodologies and data products meet operational and strategic information needs.
Generate forward-looking analytical insights and forecasting by integrating information from food security monitoring, markets, climate, conflict, displacement, and other relevant sources to support early warning, Programme adaptation, and crisis response planning.
Support Programme targeting, prioritization, and resource allocation processes through the provision of timely and robust analytical evidence on food insecurity, vulnerability, needs, and assistance gaps.
Strengthen knowledge management and information sharing by maintaining analytical repositories, documenting methodologies, and ensuring that key findings are accessible and effectively communicated to internal and external stakeholders.
Build the analytical capacity of VAM staff and partners through technical guidance, mentoring, and training on data management, statistical analysis, visualization tools, and information product development.
Represent the VAM unit in technical and data related working groups and inter-agency forums, contributing analytical evidence and ensuring alignment with national and humanitarian information management initiatives.
Support donor reporting, advocacy, and resource mobilization efforts by providing high-quality evidence, analysis, and information products that demonstrate humanitarian needs, Programme outcomes, and food security trends across Yemen.
Contribute to the continuous improvement of analytical systems and processes, identifying opportunities to enhance automation, efficiency, innovation, and the use of emerging technologies within the VAM function.
Support responsible data management and protection, including data minimization, secure handling, anonymization/pseudonymization where appropriate, controlled sharing and safe publication of sensitive information.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in Statistics, Data Science, Information Management, Economics, Food Security, Social Sciences, Geographic Information Systems (GIS), Mathematics, Development Studies, or another field relevant to data analysis and information management.
Experience: Total relevant 7 years of experience including 3 years of Professional experience as a National Officer or equivalent level.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
Developed practical expertise in food security analysis and mapping by participating in multiple quantitative and qualitative assessments, including the design, data collection and analysis.
Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
Language: Fluency (level C) in English & Arabic languages.
