Since 2017, IRC has supported Rohingya Refugees and Bangladeshi communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

 

Purpose of the Role

The GBVIMS Manager will primarily be responsible for offering technical capacity building to the WPE Response staff, ensuring GBV and other protection data are accurately and ethically collected, stored, analyzed & shared in strict adherence to the GBVIMS Standards and the inter-agency case management guideline. The position will contribute to all monitoring, evaluation, and reporting aspects of the IRC WPE activities program to inform better program interventions. The role will work closely with the WPE Sr. Managers and WPE Managers in case management services. The role also represents IRC in inter-agency GBVIMS initiatives, including joint GBV trends analysis with GBV sub-cluster/working group partners, and leads the planning and delivery of GBVIMS+/Primero and GBV case management training for staff and partners, in line with the GBVIMS standards.

Highlights of Key Responsibilities

 

GBV and Program Data Management:

  • Adhere to and dedicatedly promote the women, girls, and survivor-centered support approach, and the GBV guiding principles.
  • Manage the Gender Based Violence Information Management System (GBVIMS) by ensuring accurate data entry into the incident recorder, cleanup, storage, and system maintenance, including troubleshooting
  • Train & offer needed support to GBV staff to correctly & effectively use GBVIMS tools (GBV Classification tool, consent form, intake form, incident recorder & ISP).
  • Strengthening and maintaining networks with Protection partners and represent IRC in inter-agency GBVIMS/GBV working group meetings, contributing to joint, harmonized GBV trends analysis and reporting with the GBV sub-sector.
  • Conduct data analysis and provide inputs, information and statistics for monthly, quarterly, annual and other reports to the WPE Coordinator.
  • Hold regular field supervision visits, offer mentorship sessions and monitor GBVIMS+/Primero related progress.
  • Ensure clients' information is securely collected, stored, and only shared based on GBVISP and data ethics and safety standards.
  • Lead the planning, delivery and oversight of GBVIMS+/Primero for WPE Bangladesh, including staff and partner training (drawing on the Primero/GBVIMS+ Learning Resources and Inter-Agency GBV Case Management Guidelines), user support and troubleshooting.
  • Plan and co-facilitate GBV case management training for caseworkers and supervisors, using the Inter-Agency GBV Case Management Guidelines Training Materials and the GBV Case Management Capacity Building Initiative (CM-CBI) Strategy and Toolkit.
  • Identify and respond to case management needs and technical issues arising from GBVIMS-related technical support, in close coordination with the case management technical focal point for GBVIMS+.
  • Oversee GBV Safety Audit process and implementation.
  • Support other WPE program data needs and management where feasible.

Report Writing & Documentation:


  • Contribute to WPE strategies, program design, business development, and program workplan as assigned by the supervisor.
  • Support the WPE Coordinator with GBV data-related infographics and fact sheets, when needed.
  • Lead the documentation of GBV case management success stories.
  • Undertake any other data-reporting-related request assigned by the supervisor.
  • Lead the development of quarterly and annual donor-specific GBV trend analysis reports.
  • Oversee the implementation of GBV Case Management Outcome Scales and client feedback survey. 
  • Oversee the development of GBV Safety Audit report.

Other

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Experience

  •  At least 5 years of experience and 3 years in implementing a GBV program in a humanitarian context.
  • Deep understanding of the GBV guiding principles and a survivor-centered response
  • Experience in delivering GBV case management services, providing supervision, and supporting GBV response staff, including evidence of delivering GBV case management training and GBVIMS+/Primero training, is required.
  • Experience representing an organization in inter-agency GBV information management coordination mechanisms (e.g., GBVIMS Task Team, GBV Sub-Sector) and contributing to joint GBV trends analysis.
  • Demonstrated capacity to analyze data/statistics for humanitarian responses, with excellent computer skills (MS Word, Excel, Access and database software), including in-depth knowledge of pivot tables/charts, data management and analysis.
  • Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
  • Strong advocate and understanding of data sensitivity, confidentiality, data safety/security, and other ethical concerns related to the sharing of sensitive GBV data internally and externally.
  • Excellent interpersonal and communication skills, ability to maintain good relationships with GBV key stakeholders, service providers, UN agencies, and government.

Knowledge, Skills & Competencies

  • Demonstrates knowledge evidence in Gender Equality, Violence against women and girls, women’s protection and empowerment.
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Strong communication, facilitation and report-writing skills.
  • Demonstrates the core competencies for GBVIMS, including: understanding and application of the survivor-centered approach and GBV Guiding Principles (safety, confidentiality, respect and non-discrimination); ability to manage, share and apply GBV case data in a safe, ethical and effective manner; and critical analysis skills to identify GBV trends, patterns and vulnerabilities in context.
  • Knowledge of GBVIMS+/Premero system, and use of data collection tools (KOBO), data analysis, and data presentation. 

Language Preference

  • Good working knowledge of EnglishLanguage spoken by local communities and refugee communities is a plus.undefined

Specific Educational Qualification

  • Bachelor’s degree in psychology, gender or women’s studies, social work, or other relevant/related studies, and /or minimum of 3-5 years of professional experience in counseling and implementing GBV Case management is required.
