Objective

To provide high-level strategic communications support to strengthen the visibility, positioning and thought leadership of the International Solar Alliance (ISA), while enhancing stakeholder engagement and advancing ISA's global profile in the lead-up to its 10-year milestone. This engagement runs for 11 months from 15th September 2026, with a review at the 6-month mark and the option to renew by mutual agreement thereafter. The 9th ISA Assembly / Bharat RE Summit (November 2026) is a milestone within this term.

Term and review

•      Term/Tenure: 11 months from start date, 3 days per month

•      Review: a joint check-in at 6 months to confirm scope, days and deliverables are working for both sides, and to adjust if needed.

•      Either party may end the arrangement early with 30 days' written notice.

Engagement structure

This ToR is organised in two parts, to keep ongoing advisory time predictable and separate from scoped, deliverable-based work:

•      Track A — Ongoing Advisory (retainer basis, up to 3 days per month)

•      Track B — Fixed-Deliverable Engagements (each scoped and timed separately, additional to Track A, with indicative day estimates below)

Track A — Ongoing Advisory

Covers the following:

1. Strategic Advisory to the Director General

•      Serve as a communications sounding board to the Director General, via a scheduled call up to twice a month, with additional ad hoc input by email as time allows within the monthly allocation.

2. Comms Team Capability Building

•      Mentor and advise the ISA communications team through a regular working session (proposed monthly), reviewing the team's own strategy and plans together.

•      Deliverable: A short, documented playbook reflecting the team's strengthened practice by the end of the engagement.

3. Second-tier Speaker Development

•      Identify, develop and mentor a second tier of ISA spokespersons for conferences, industry forums, academic engagements and other non-media platforms.

•      Scope and deliverable: Coach up to 3 spokespersons over the engagement period.

Track B — Fixed-Deliverable Engagements

Scoped and delivered on their own timeline, separate from the monthly retainer with separate time commitment as indicated below. Advisory and review role only; drafting and production remain with the ISA team or its agencies.

4. Investor and Finance Communications

•      Guide the development of an investor-facing communications strategy to strengthen ISA's positioning among development finance institutions, philanthropies, sovereign funds and private investors.

•      Guide the creation of high-quality collateral, including investment briefs, presentations, fact sheets and strategic messaging to support resource mobilisation. Strategic direction and review; the ISA team or its agency produces the collateral itself.

•      Deliverable: Investor communications strategy document, with strategic review of the accompanying collateral produced by the ISA team. Indicative: about 10 days.

5. ISA 10-Year Visibility Strategy

•      Guide the development of a comprehensive visibility strategy to commemorate ISA's tenth anniversary.

•      Recommend flagship campaigns, thought leadership initiatives, partnerships, publications and global engagement opportunities that reinforce ISA's decade of impact and future vision.

•      Deliverable: Integrated communications and visibility strategy for ISA's 10-year milestone, including campaign concepts and implementation roadmap. Delivery by [date]. Indicative: about 10 days.

Out of scope

The advisor provides strategic direction, review and mentoring. Day-to-day content drafting and operational delivery remain with the ISA communications team or its agencies.
