Context
UNICEF Yemen is seeking a Programme and Reporting Specialist to support the implementation of the Cash for Nutrition and Livelihoods Programme (CfNLP). Based in Amman, Jordan, the volunteer will provide programme planning, coordination, monitoring and reporting support, working closely with UNICEF sections, implementing partners, the World Bank and other stakeholders.
Task description
Under the supervision of the Senior Yemen Service Center (YSC) Programme Coordinator, the Programme and Reporting Specialist will:
• Develop and maintain programme management documentation, including programme documents, workplans, reporting calendars, and action tracking matrices to support effective programme oversight.
• Prepare analytical products on programme implementation, including periodic progress reports, implementation reviews, bottleneck analyses, and recommendations to inform YSC management decision-making.
• Draft and quality assure technical documents and knowledge products, including donor reports, briefing notes, presentations, concept notes, implementation updates, and responses to information requests from senior management and development partners.
• Compile and consolidate technical inputs from UNICEF sections and implementing partners into high-quality programme reports and documentation, ensuring consistency, completeness, and adherence to donor requirements.
• Prepare documentation for programme governance and review processes, including agendas, background papers, meeting summaries, decision logs, and action matrices for programme review meetings and World Bank implementation support missions.
• Undertake analytical reviews of programme implementation risks, identify operational bottlenecks, and prepare recommendations to strengthen programme effectiveness and delivery.
• Support the development and periodic revision of programme operational documents, including the Project Operations Manual, Standard Operating Procedures (SOPs), implementation guidelines, reporting templates, and other technical guidance materials.
• Document lessons learned, good practices, and implementation experiences, and prepare knowledge products to support adaptive management and institutional learning.
• Produce an end-of-assignment report summarizing key outputs delivered, findings, recommendations, and proposed actions to support the next phase of programme implementation.
• Support organization of coordination meetings, technical working groups, implementation review meetings and World Bank supervision missions.
• Track project indicators, deliverables and key milestones, ensuring timely follow-up with responsible teams.
• Undertake any other programme coordination tasks assigned by the supervisor.
