The IRC began planning to reopen an oPt country program in mid-2022 and launched an emergency response in Gaza in October 2023. The organization is currently supporting a network of local partners in both Gaza and the West Bank to sustain critical health, protection, food security, cash, education, and early childhood development interventions. The IRC is also deploying emergency medical teams to provide surge clinical capacity in hospitals and other health facilities.

The IRC is working to scale its emergency response while building a longer-term oPt country program in parallel. This effort is being jointly managed by the Emergencies and Humanitarian Action Unit (EHAU) and the Middle East and North Africa (MENA) region, with a view to eventually transition the country program fully under the MENA region.  

Program Brief

The humanitarian situation in the occupied Palestinian territory (oPt), has resulted in unprecedented needs among children and families. Repeated cycles of conflict, displacement, destruction of infrastructure, and limited access to essential services have significantly impacted children's wellbeing, development, learning, and protection. Young children and caregivers face heightened psychosocial stress and barriers to accessing quality early childhood development and education services.

The International Rescue Committee (IRC) delivers integrated humanitarian programming across the occupied Palestinian territory, including education, early childhood development, protection, women's protection and empowerment, economic recovery and development, and emergency response programming. IRC works closely with local partners and communities to ensure children and families have access to high-quality, safe, and inclusive services that support their wellbeing and resilience.

                                            

Position Overview

Under the supervision of the ECD Coordinator, the ECD Officer will support the implementation and monitoring of ECD programming across the West Bank. The position will work closely with teachers, facilitators, implementing partners, and community-based actors to support activity implementation, field monitoring, data collection and verification, reporting, and routine technical support.

The ECD Officer will support trainings and capacity-strengthening activities, contribute to the use and contextualization of approved ECD tools and resources, and support procurement and activity planning processes, including the preparation and follow-up of Purchase Requests (PRs). The role will document project achievements, lessons learned, and implementation challenges, and provide regular updates to the ECD Coordinator. The ECD Officer will also collaborate closely with IRC program and operational teams, participate in coordination meetings as requested, and support effective implementation and service delivery across the West Bank.

Job Responsibilities

1. Program Implementation & Monitoring

  • Support the implementation and monitoring of ECD activities across the West Bank in line with approved workplans, targets, and technical guidance.
  • Conduct regular field visits to monitor activities, verify progress, identify challenges, and provide implementation support as needed.
  • Track implementation progress against workplans and targets and escalate challenges, risks, and delays to the supervisor.
  • Support the implementation of ECD activities in emergency and crisis-affected settings and flag adaptation needs based on field realities.
  • Raise and follow up on Purchase Requests (PRs) in Integra in accordance with approved procurement plans, and track the delivery and use of program materials and services.
  • Support MEAL processes, including data collection, data verification, routine data quality checks, monthly ITT updates, and maintaining accurate activity records and supporting documentation.
  • Support client feedback and accountability mechanisms and share findings with the supervisor.
  • Document project achievements, lessons learned, success stories, and implementation updates.
  • Ensure adherence to safeguarding, protection, and inclusion standards across all activities.

2. Technical Support & Capacity Strengthening

  • Provide routine technical support and on-the-job coaching to facilitators, teachers, community workers, and partner staff using approved tools and guidance.
  • Support the delivery of trainings, coaching sessions, and other capacity-strengthening activities.
  • Support the use and contextualization of approved ECD tools, learning materials, and training resources.
  • Promote the integration of nurturing care, play-based learning, caregiver wellbeing, and psychosocial support approaches within ECD activities.
  • Collaborate with Education, Child Protection, WPE, Health, Nutrition, WASH, ERD, and MEAL teams to support integrated service delivery and referrals.
  • Identify implementation challenges, capacity gaps, and emerging needs and communicate them to the supervisor.

3. Coordination & Partner Engagement

  • Maintain regular communication with implementing partners and follow up on activity implementation and agreed action points.
  • Support partner monitoring visits and document implementation challenges, achievements, and capacity needs.
  • Coordinate with IRC program and operational teams, including MEAL, Supply Chain, Finance, HR, HAS, and Field Management, to support effective implementation.
  • Support information sharing and follow-up with government entities, local organizations, and other stakeholders as requested by the supervisor.
  • Participate in coordination meetings, technical working groups, and field visits as requested by the supervisor.

4. Reporting, Documentation & Compliance

  • Prepare and submit timely field visit reports, activity updates, indicator tracking information, success stories, and other routine program documentation.
  • Contribute data, documentation, and implementation updates for donor reports, assessments, presentations, and program briefs.
  • Provide regular updates on implementation progress and highlight risks, challenges, and follow-up actions to the supervisor.
  • Ensure adherence to IRC Safety and Security SOPs and promptly report concerns or incidents.
  • Uphold IRC values, safeguarding standards, and professional conduct.
  • Perform any other duties assigned by the supervisor to support program implementation and development.

Requirements

 

  • Bachelor’s degree in education, Early Childhood Development, Social Sciences, Development Studies, or a related field.
  • Minimum 2 years of relevant experience in ECD, Education, or child-focused programming with an NGO or INGO.
  • Experience working in humanitarian, emergency, or development contexts in Palestine is preferred.
  • Knowledge of early childhood development, play-based learning, school readiness, literacy, and numeracy approaches.
  • Experience supporting training, coaching, and capacity-strengthening activities for teachers, facilitators, or partner staff.
  • Strong organizational, communication, and interpersonal skills, with the ability to build effective relationships with diverse stakeholders.
  • Ability to work effectively under pressure and adapt to evolving operational contexts.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Good English skills (written and spoken).
  • Ability and willingness to travel across the West Bank, access and security conditions permitting.
