The OSCE Programme Office in Astana assists the Republic of Kazakhstan in implementing OSCE principles and commitments across the politico-military, economic and environmental, and human dimensions of security. Through its Unified Budget and Extra-Budgetary programmes, the Office supports national reform priorities, promotes regional co-operation and dialogue, and maintains regular engagement with senior representatives of Government, diplomatic missions, international organizations, civil society and other stakeholders. Its Fund Administration Unit provides the administrative and management support to enable the Office to implement its mandate in accordance with the CRMS in a timely, efficient, and effective manner.

The Driver is a part of the Fund Administration Unit and operates in dynamic environment, providing transportation and logistical support in the process of preparation of programmatic activities and events for the Office of Head of Mission and for all Programmes. The incumbent is responsible for daily maintenance of assigned office vehicle, preparing respective documents for trip tickets, collecting necessary documents for further transferring them to the office, arranging necessary purchases of office items for office needs and for premises. The incumbent must ensure that the assigned office vehicle is in good running condition and must follow road safety and security measures and rules and regulations when driving the vehicle. 


Tasks and Responsibilities:

Under the overall supervision of the Chief of Fund Administration, the successful candidate will be tasked with the following duties:

1. Provides logistical support in the process of preparation of programmatic activities and events for the Office of Head of Mission and for all Programmes, collecting necessary documents from suppliers/ vendors after events and transferring them to the Office.
2. Handles transportation of authorised personnel and delivery and collection of mail, documents and other items, meets official personnel at the airport and facilitates customs formalities as required, makes small purchases for office and for programmes.
3. Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires etc. and inform the Senior Driver on any urgent maintenance required for the assigned OSCE vehicle, ensures that the vehicle is kept clean.
4. Logs official trips, daily mileage, gas consumption, oil changes, greasing etc., ensures safety and security rules and common road rules and regulations are followed strictly, that the steps required by rules and regulations are taken in case of involvement in accident.

Necessary Qualifications:

  • Primary education required. Valid driver’s licence, knowledge of driving rules and regulations, including mastery of evasive driving techniques; awareness of basic rules of close protection and chauffeur courtesies. 
  • Minimum four (4) years of relevant working experience as a driver. Experience working in an international organization will be considered an asset.
    Valid driving license of B category;
  • Safe driving record;
  • Skills in minor vehicle repair; 
  • Good knowledge of the city of Almaty and surroundings; 
  • Established organizational, communication and interpersonal skills; 
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity.;
  • Computer literate with practical experience in Microsoft Office applications.
     

Remuneration Package:

Monthly remuneration is EUR 734,75. Social benefits will include participation in the Cigna medical insurance and Provident Fund (subject of additional deduction from the monthly remuneration).

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
