Project Context and Scope
The International Organization for Migration (IOM) is the leading United Nations agency dedicated to ensuring that migration is safe, orderly and dignified for all. IOM works to promote cooperation, assist in the search for practical solutions to migration challenges, and support the systematic and humane management of migration in order to provide humanitarian assistance to migrants in need.
The "Promoting Sustainable and Socially Inclusive Labour Market Integration" project aims to increase the formal employment of Syrians under Temporary Protection, persons under International Protection and Turkish citizens, and to strengthen the harmonization process in Türkiye.
Activity 4.3.4, implemented under the project, aims to contribute to the enhancement of social cohesion between migrants and host communities in Türkiye through an improved and localized implementation of the National Action Plan on Harmonization. In this framework, the activity seeks to strengthen the capacity of Provincial Directorates of Migration Management to analyse, prioritize and plan local-level social cohesion solutions aligned with national strategies.
The primary objective of the Local Harmonization Action Plans is to analyse the current situation in the fields of migration and harmonization at the provincial level, strengthen coordination among public institutions, develop policy recommendations based on local needs, and support the effective implementation of the Presidency of Migration Management's local harmonization policies.
To this end, Local Harmonization Action Plans will be prepared for 20 provinces with a holistic perspective, covering the activities of all units of the Directorate General of Harmonization and Communication of the Presidency of Migration Management, as well as activities identified by local stakeholders, in order to address social cohesion needs at the provincial level and provide locally specific solutions.

Responsibilities
The consultant will be responsible for field visits and direct implementation in assigned provinces among the listed below.

Adana – Mersin
Kayseri – Nevşehir
Eskişehir – Konya
İstanbul – Kocaeli
İzmir – Bursa
Samsun – Ankara
Muğla- Antalya
The field experts will be responsible for conducting field visits in the two provinces assigned to them, carrying out consultations with local stakeholders, facilitating local workshops, and preparing province-level outputs. All activities will be conducted in coordination with IOM and the Presidency of Migration Management. Each field expert will be assigned to two provinces. Following the technical guidelines and tools developed by the coordinator, the field experts will conduct field visits in their assigned provinces, prepare province-level Situation and Needs Assessment Reports evaluating local conditions and needs, facilitate two-day local action plan preparation workshops, and draft a separate Local Harmonization Action Plan for each province based on the workshop outputs. The consultants will work in close cooperation and coordination with the Coordinator, IOM and the Presidency of Migration Management.
The consultants are expected to perform the following tasks:
Field Visits & Direct Implementation
• Prepare two field visit programmes for the field preparation phase in the designated provinces, in coordination with the Head of the Harmonization Working Group at the Provincial Directorate of Migration Management.
• Prepare and conduct field visit programmes for two separate provinces in order to assess local conditions and identify needs through consultations with relevant stakeholder institutions. The stakeholder institutions to be consulted during field visits include:
- Governorate,
- Provincial Directorate of Migration Management,
- Law enforcement units,
- İŞKUR (Turkish Employment Agency),
- Provincial Directorate of National Education,
- Provincial Health Directorate,
- Social Assistance Foundation,
- Civil society organizations,
- Universities,
- Chamber of Commerce and Industry, and other relevant institutions and organizations as needed.
The list of institutions is provided as an indicative example and is not limited to those mentioned above; it may be updated as needed.
• Prepare a Situation and Needs Assessment Report for each province, based on field findings and using the standardized template and technical guideline.
• Facilitate two-day local action plan preparation workshops in each designated province, following the agenda and methodology developed by the coordinator. The workshops will be conducted with the participation of relevant public institutions, civil society organizations and local stakeholders, with an estimated 20 to 30 participants. Workshop outcomes will be documented in accordance with the reporting format established by the coordinator and will serve as inputs for the preparation of Local Harmonization Action Plans. Venue arrangements and logistical costs for the workshops will be covered by IOM.
• Prepare a separate draft Local Harmonization Action Plan document for each assigned province, in line with technical guidelines and templates, based on local contributions.
• Attend periodic coordination meetings organized with the Coordinator, IOM and the Presidency of Migration Management, and provide updates on the progress in the assigned provinces.

• Perform other duties as assigned.
The local consultant shall work in close cooperation with the PMM and IOM Project Team and will report to the coordinator, who is responsible for final editing on behalf of IOM. All drafts prepared by the consultant are of a technical working nature; the final content is subject to the review and approval of the Presidency of Migration Management and the relevant local institutions. - The above-listed activities are subject to further revision with the consent of IOM, in coordination with PMM, in line with the emerging requirements of the project, including additions and reductions. If required by IOM, the local consultant may provide additional consultancy services related to her/his competencies and expertise, in line with this Terms of Reference.
Qualifications
Required Qualifications and Experience
Education
- Academic degree in Migration Studies, Political Science, Social Sciences, International Relations, Public Administration, Law, Sociology, Social Work, Business Administration, or other relevant departments within the Faculty of Economics and Administrative Sciences.
- Currently working as an academic in a relevant field is an asset.
Experience
- At least 3 years of relevant experience in migration studies, social cohesion policies, or related fields.
- In-depth knowledge of migration and social cohesion issues at the local level.
- In-depth knowledge of the functions of governmental institutions and civil society organizations at the local level.
- In-depth knowledge of the local dynamics of migration management in the provinces designated for field visits and direct implementation (see Duty Station of the Consultancy section). The consultant is expected to have prior working experience in at least one of the above-listed provinces (see Duty Station of the Consultancy section). Candidates with prior working experience in both assigned provinces will be given priority.
- Prior experience in preparing action plans or other policy documents.
- Professional experience in working with academics and relevant public institutions. Previous working experience with the Presidency of Migration Management, Provincial Directorates of Migration Management, and/or Governorates (Provincial Authorities) is an asset.
- Prior experience in workshop/training facilitation and field research reporting is an asset.
- Experience in the United Nations System is an asset.
Languages
For this consultancy, fluency in English and Turkish is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses.
