Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Indonesia is currently implementing BRIDGES 4 PEACE project, a two-year (2026–2028) regional initiative implemented in Indonesia, Malaysia, the Philippines, Timor-Leste and Vietnam, supported by Canada's Military Training and Cooperation Program (MTCP). The initiative advances the Women, Peace and Security (WPS) agenda within defense institutions, connecting it to emerging security issues and strengthening civil-military engagement across the region.
Under activity 1, the project seeks to strengthen defense institutions and military forces’ understanding and operationalization of the WPS agenda. In Indonesia, UN Women is undergoing a rapid assessment to serve as a baseline reference to inform efforts aimed at strengthening the implementation of WPS agenda within Indonesia’s Defense sector. The assessment, undertaken by UN Women with its research partner, Laboratorium Indonesia 2045 (LAB45), will examine how gender and the WPS agenda are reflected in relevant policies, institutional arrangements, planning, training and operations, including disaster response and peacekeeping. It will document good practices, identify gaps and capacity needs, and propose realistic institutional entry points in support of the Government of Indonesia’s commitment to implement the WPS Agenda, particularly in the defense sector.
In parallel, UN Women Indonesia now seeks to engage an individual consultant to lead a national WPS training, from the material development to delivery and final reporting. Consistent with the project's participatory approach, rather than drafted by the consultant alone, the training content is to be developed through a co-creation workshop bringing together representatives from the Ministry of Defense (MoD), and the Indonesia Armed Forces Peacekeeping Mission Center’s (PMPP TNI) particularly from the human resource management, training and research centre as well as gender focal points, civil society organizations (CSOs), research institutions and academia. The curriculum should be aligned with the rapid assessment’s findings on the gaps and capacity needs, notably gender integration in Defense governance, women's leadership and participation, peacekeeping/training systems, and gender dimensions of disaster response.
The main objectives of the assignment are to:
- Design and facilitate a co-creation workshop that brings together representatives from Ministry of Defense’s & PMPP TNI focal-points including from Military training institutes, CSO, research institution, and academic to jointly develop the national WPS training curriculum and at least one participatory, scenario-based learning exercise, grounded in the rapid assessment's preliminary findings and relevant existing and forthcoming UN Women regional training materials.
- Refine and finalize the training curriculum and materials once the final Rapid Assessment Report is available.
- Design and lead a Training of Trainers (ToT) for the resource persons engaged through the co-creation workshop, building their facilitation capacity for participatory formats.
- Coordinate and co-facilitate delivery of the national-level WPS training for defense sector participants, using a mixed briefing and participatory format.
- Design, administer and analyze a post-training evaluation survey, consistent with UN Women's standard practice for evidence-based training reporting.
- Document lessons learned and produce a final consultancy report capturing outputs, recommendations, and materials for institutional uptake beyond the life of the assignment.
Description of Responsibilities /Scope of Work
Under the overall guidance of UN Women Indonesia's Governance, Peace and Resilience Programme Manager and supervision of the Governance/Women, Peace and Security Programme Analyst, and in close consultation with the Ministry of Defense, PMPP TNI, and the rapid assessment service provider, the Consultant will undertake the following tasks:
Task 1: Inception: review existing evidence and materials, propose methodology and workplan
- Review the rapid assessment's summary of preliminary findings, relevant desk-review materials, and any existing UN Women’s WPS training toolkit content.
- Conduct preliminary consultations with UN Women, MoD and PMPP counterparts, and the rapid assessment service provider to confirm thematic priorities, consistent with UN Women's guidance.
- Develop and submit an inception report including proposed methodology and the Terms of Reference (TOR) for the co-creation workshop, participant selection criteria (drawing on the rapid assessment's existing stakeholder mapping), and a detailed workplan and timeline.
Task 2: Design and facilitate the co-creation workshop; produce draft training materials
- Design a participatory co-creation workshop (indicatively 1-1.5 days) bringing together selected CSO, research institution, academic, MOD and PMPP participants.
- Facilitate the workshop, including evidence briefing on preliminary findings, a facilitated discussion to confirm thematic framing, small-group co-drafting of training content, and joint design of at least one participatory, scenario-based learning exercise relevant to Indonesia’s defence context. The methodology may include a simplified table-top exercise, simulation, case study, decision-making game, role-play, documentary-based exercise, or another suitable experiential-learning tool.
- Consolidate workshop outputs into a draft national WPS training package, comprising the curriculum, facilitator guide, presentation and participant materials, and guidance or scripts for the agreed participatory and scenario-based exercises. Materials should be prepared in Bahasa Indonesia, with relevant English-language source materials retained for consistency and future adaptation. curriculum, facilitator guide, and table-top exercise script, in Bahasa Indonesia (with English source material retained for regional consistency).
Task 3: Finalize training materials against the Final Rapid Assessment Report
- Review the final Rapid Assessment Report once available and revise the draft curriculum, facilitator guide and the selected participatory and scenario-based learning exercise accordingly.
- Design a post-training evaluation survey instrument, adapted from UN Women's standard post-event evaluation practice.
- Share finalized materials with UN Women and relevant MoD and PMPP counterparts for review and sign-off prior to the Training of Trainers.
Task 4: Design and lead the Training of Trainers (ToT)
- Design and facilitate a ToT (indicatively 1-2 days) for the co-creation workshop's resource-person pool and MoD and PMPP research center and gender focal points, covering both curriculum content and practical facilitation skills for participatory and scenario-based learning, including structured debriefing, and the translation of exercise findings into institutional learning.
- Confirm facilitation pairings (one CSO/academic resource person with one MoD / PMPP research center / gender focal point per session) and finalize the running order and logistics for the national-level training.
Task 5: Coordinate and co-facilitate the national-level WPS training
- Coordinate training logistics with UN Women and MoD and co-facilitate the national-level WPS training (indicatively 2-3 days) alongside the trained facilitator pool.
- Facilitate or oversee the agreed participatory and scenario-based learning exercise, followed by a structured debrief with participants.
- Administer the post-training evaluation survey to participants at the close of the training, for evidence-based reporting consistent with UN Women's standard practice.
Task 6: Documentation and final reporting
- Analyze the post-training evaluation survey results (knowledge change, relevance, intended application, and feedback on the participatory/ scenario-based learning exercise).
- Prepare a brief summary of the training (participation, key discussion points, feedback).
- Prepare and submit a final consultancy report covering all tasks above, including recommendations for institutional uptake and annexes (curriculum, facilitator guide, scenario-based learning exercise exercise script, participant lists, workshop/ToT/training summaries).

Required Qualifications
Education and Certification:
- Master's degree in social sciences, development studies, gender studies, security studies or a similar discipline is required
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 5 years (for Master’s Degree) and 7 years (for bachelor’s degree) of relevant professional experience in gender equality, WPS, training design or facilitation is required.
- Demonstrated experience designing and facilitating participatory training methodologies, using scenario-based learning, such as simulations, interactive games, case studies, role-plays or table-top exercises is required.
- Proven experience in Women, Peace and Security programming, gender and security, or gender-responsive institutional reform is required.
- Experience in using software or digital tools to create well-organized, systematized materials and presentations is required.
- Experience facilitating multi-stakeholder co-creation processes involving government, civil society and academic participants is required.
- Prior experience engaging with defense, security or military institutions is an asset.
- Familiarity with Indonesia's National Action Plan on WPS (RAN P3AKS) and relevant Ministry of Defense gender-mainstreaming frameworks is an asset.
Language:
