General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition

  • Possession of a valid automobile driving license and ability to drive using manual transmission

  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information;
  • Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience;
  • Good analytical and interpersonal skills
     

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology
 

Experience:

Minimum 6 years of relevant professional experience
 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
  • At least six years of media and public affairs experience, including handling media inquiries and interview requests, and the ability to manage the dissemination of appropriate information;
  • Excellent writing skills, experience of drafting documents for a variety of audiences and the ability to write clearly and concisely;
  • Experience in project management;
  • Knowledge of the historical and current political situation of the Mission area, sound political judgement and keen analytical skills;
  • Professional fluency in English, both oral and written, and working knowledge of Russian;
  • Experience of using and maintaining social media platforms;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
  • Knowledge of IT functions and experience in using computers and relevant software.
     

Desirable:

  • Experience of working in an international organization;
  • Knowledge of Media legislation;
  • Working knowledge of Romanian language;
  • Experience with the use of digital photography and video.
     

Tasks and Responsibilities

Under the supervision of the Deputy Head of the OSCE Mission to Moldova, as Mission Spokesperson, you will perform the following duties:

  1. Drafting press releases, statements, press lines, news items and media advisories; managing the clearance process and ensuring their distribution to target audiences;

  2. Preparing a daily news digest, including drafting summaries for each news story, ensuring timely clearance and distribution, and ensuring that the distribution list is up-to-date;

  3. Developing and implementing a media strategy designed to ensure that appropriate information about Mission activities is reaching the relevant audience;

  4. Supervising the monitoring and distribution within the Mission of local and international media;

  5. Handling requests for interviews from domestic and foreign journalists;

  6. Supervising and conducting press conferences, media events and interviews;

  7. Conducting outreach activities in support of the Mission's mandate;

  8. Managing the implementation of projects related to media freedom and public outreach;

  9. Maintaining close liaison with the OSCE Secretariat's Communications and Media Relations Section and with the OSCE Representative on Freedom of the Media in Vienna;

  10. Supervising internal monitoring and reporting in the field of freedom of the media;

  11. Managing the Mission's social media presence, including being responsible for the day-to-day management of social media platforms;

  12. Overseeing the development and maintenance of the Mission's website;

  13. Participate in the Mission-wide security zone monitoring programme: conduct monthly monitoring visits to designated security zone locations; contribute to monitoring reports;

  14. Supervising one mission member;

  15. Performing other duties as assigned.

The OSCE pays living expenses in the form of a Board and Lodging Allowance (BLA) of EUR 119 per day, subject to change without prior notice. Social benefits will include possibility of participation in the Cigna medical insurance scheme.
