Description
We are looking for a Site Manager to join our civilian workforce to manage and support the infrastructure for the planning and execution of NATO’s major training exercises and projects, providing critical expertise in resource management. In this role, you will provide assurance to the Commander (COM) JWC that the site services and infrastructure are fit for purpose and are sufficient to allow the COM JWC to deliver effective training. This includes the planning of improvements to infrastructure and facilities. The post also comprises the position of Health, Environment and Safety Officer (HESO).

Summary
The JWC plans, prepares, and executes static and distributed joint operational level training in support of Warfare Development and Warfighting readiness.
The Support Directorate provides leadership and oversight of JWC’s support organisation for the delivery of exercise and base support in order to enable the Commander to conduct operational-level focused collective training for NCS and NFS HQs. Base Support Branch manages base support functions as outlined in the Host Nation Support Policy and Standards and the Garrison Support Arrangements, including facility and real estate management.
Principal Duties
The incumbent's duties are:
Operates as single point of contact and JWC representative in a customer role to Host Nation (HN) towards all infrastructure support activities including defect- and change management, cleaning services, servicing and support contracts, routine operations, upgrades and site optimization projects.
Coordinates and delivers all aspects in matters of Host Nation Infrastructure Support as defined within the Base Support Concept, The Garrison Support Arrangement and the Local Arrangement.
Provides inputs to above mentioned plans, directives and policy documents as required.
Ensures sufficient infrastructure, including equipment, systems, services, roads and buildings in order to support and sustain JWC outputs.
Acts as chair of the HN-JWC Site Management coordination committee.
Defines and develops the long and short term maintenance requirements of the JWC.
Coordinates HN maintenance and upgrade activities affecting the JWC site as described in the Local Arrangement.
Responsible for the management of JWC Engineering & Maintenance funds.
Responsible for the space management and office allocation within the JWC.
Acts as Health Environment and Safety Officer (HESO) to the JWC staff and as chair of the JWC HES committee.
Leads and oversees HES policy development and implementation.
Ensures the enforcement of Norwegian, NATO, and where appropriate, Sending Nations HES regulations at all JWC sites.
Provides technical assurance to JWC Budget and Finance Office (BUDFIN) regarding the appropriate use of NATO funds related to all JWC infrastructure support activities including defect management, servicing and support contracts, routine operation and maintenance costs, upgrades, site optimisation projects and Through Life Capability Management costs (Consolidated Resource Proposal [CRP]) or otherwise covered within the Capability Package Directive Bi-SC 85-1.
Acts as JWC Property Disposal Officer.
Essential Qualifications
Education/Training
-
University Degree preferably in the fields of building or civil engineering or related discipline and 4 years post related experience,
or
Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
Professional Experience
At least 4 years’ experience project planning, infrastructure, and budget management
At least 4 years’ experience of implementation of Health, Environment and Safety requirements
Language
English –Upper Intermediate/Advanced
Desirable Qualifications
Experience in international organization financial operations.
Practical knowledge of multinational organization missions, functions, and operations.
Previous staff experience in a site management role.
Working knowledge of NATO structure and staff procedures.
Knowledge of Norwegian host nation Health and Safety regulations.
Formal training in civil engineering.
Formal Project Management certification.
Formal Risk Management certification.
Working knowledge of NATO resource procedures.
Working knowledge of the management of Health, Environment and Safety procedures.

In particular, the incumbent must be capable of working harmoniously in a multi-national environment, and possess good human skills, considerable understanding, tact and persuasion in dealing with all level of civilian and military staff; The incumbent must be an excellent communicator orally and on paper and must be capable of representing NATO in a professional manner before international, military and local audiences. The incumbent must be capable of analytical and strategic thought, and use analytical skills and experience to analyse a wide variety of complex problems, recommending optimum solutions. A good deal of thought, independent judgment and lateral and analytical thinking is required to deal with a broad range of challenges which are not all covered by policies and procedures. The incumbent must be able to largely independently assess and order tasking priorities.
Work Environment
The work is normally performed in an office environment.
The work both oral and written in this post and in this headquarters as a whole is conducted mainly in English.
Travel on temporary duty may be required for several conferences.
Irregular working hours may be required, especially during exercises/events

Contract:
The successful applicant will be offered a three-year definite duration employment contract after which a further contract may be offered. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
Salary:
