GGGI, through the Project Management Unit (PMU), is implementing a Republic of Korea (RoK)-funded development project in Togo. Under Outcome 2 of the Project, the Project is delivering rural infrastructure and drinking water services to improve the living conditions and productive capacity of beneficiary communities, comprising:
- Output 2.1: Eco-friendly rural infrastructures, including a school, a health care center, a public market with a shop for products processed at the incubation center, a youth and women's green business incubation center, and a waste and sanitation system, designed to equip communities with essential socio-economic infrastructure; and
- Output 2.2: Drinking water facilities, including boreholes with associated pumping and distribution systems and rainwater harvesting systems or water wells, several of which incorporate solar-powered pumping systems consistent with the Project's renewable energy approach under Outcome 1.
Construction and installation works are scheduled to take place between September and December 2026. Given the scale, technical diversity, and geographic spread of these works, the Project requires independent technical supervision and quality assurance throughout the construction phase to safeguard the quality, safety, and donor accountability of the works financed under the grant.
Construction supervision and quality control for the assignment is led by an Individual Consultant engaged as Lead Construction Supervision Engineer, whose scope of work incorporates structural design review, construction verification, and full responsibility for ESHS oversight. Given the technical specialization required for the solar-powered pumping systems incorporated into several of the Output 2.2 drinking water facilities, the Lead Engineer requires access to independent solar and electro-mechanical expertise at defined critical stages that fall outside their core competency. This assignment engages a Solar Power Systems / Electro-Mechanical Engineer, contracted individually and deployed on a milestone-triggered basis at the request of the Lead Engineer and the PMU.
Objectives of the Assignment
The objective of this assignment is to provide independent, milestone-triggered specialist technical input to the Lead Construction Supervision Engineer, to ensure and verify that all solar-powered pumping systems are installed, tested, commissioned, documented, and handed over in accordance with approved specifications, manufacturer requirements, applicable national regulations, international industry standards, and the principles of long-term operational reliability and sustainability.
The Consultant will report findings directly to the Lead Construction Supervision Engineer, for consolidation into the Project's monthly progress reporting to the PMU, and will coordinate site visit timing with the Lead Engineer and the PMU.
Scope of Work
- Review solar pump system sizing and photovoltaic array design for the relevant drinking water facilities under Output 2.2;
- Supervise and verify installation and commissioning of solar-powered pumping and photovoltaic systems;
- Provide a technical inspection report to the Lead Engineer following each triggered visit, including findings, photographic evidence, and recommendations;
- Flag non-compliance issues for entry into the Project's non-conformance register and propose corrective actions;
- Maintain a signed record of workdays performed against each triggered mission, for submission alongside invoices.
- Review technical specifications, manufacturers' datasheets, warranties, and certificates of compliance for all solar, electrical, and pumping equipment prior to installation.
- Verify that materials, equipment, and workmanship comply with approved drawings, technical specifications, and applicable standards.
- Witness and certify pre-commissioning, commissioning, and performance tests of photovoltaic systems, pumps, controllers, inverters, protection systems, and associated electrical installations.
- Verify implementation of occupational health and safety measures during installation, testing, and commissioning activities related to electrical and solar systems.
- Review and validate as-built drawings, operation and maintenance manuals, equipment warranties, and handover documentation.
Deliverables and Payment Schedule
The Consultant shall submit the following deliverables to the Lead Construction Supervision Engineer for technical clearance. Each deliverable serves as a quality gate confirming satisfactory completion of the corresponding mission; payment is calculated separately on a daily-rate basis as set out in the Payment Arrangements section below.

Invoices shall be submitted following each triggered mission, or on a monthly basis where multiple missions occur within the same period, accompanied by the corresponding technical inspection report and signed timesheet. Invoices shall be settled only upon technical clearance of the accompanying deliverable by the Lead Engineer and GGGI. Mission-related travel costs, where applicable, shall be reimbursed separately in accordance with GGGI's travel policy.
Reporting Arrangements
The Consultant reports technically to, and coordinates site visit scheduling with, the Lead Construction Supervision Engineer, who is responsible for consolidating the Consultant's findings into the Project's monthly progress reports to the PMU. The Consultant remains individually and directly contracted to GGGI and is accountable for the quality and timeliness of their own deliverables.
All reports and outputs must be in French and English, in accordance with GGGI's formatting requirements, and submitted in electronic format. Reports shall be considered final only upon formal clearance by GGGI.
Any critical safety issue, major technical non-conformity, or risk that may significantly affect system performance, project schedule, or asset integrity shall be reported immediately to the Lead Construction Supervision Engineer and GGGI PMU within 24 hours of identification.
Expertise Required
Technical
- Master's degree in electrical engineering, Electro-Mechanical Engineering, Renewable Energy Engineering, or a related discipline
- Demonstrated experience in at least one (1) similar assignments involving construction supervision or commissioning of solar-powered water infrastructure projects.
- Solar power / electro-mechanical engineer with a minimum of 5 years of experience in solar power systems, ideally applied to water pumping applications;
- Demonstrated experience reviewing photovoltaic array sizing and design, and supervising installation and commissioning of solar-powered pumping systems;
- Working knowledge of applicable electrical and solar installation standards;
- Experience in Togo or comparable West African contexts is an advantage;
- Demonstrated ability to produce concise, donor-standard technical inspection reports.
