GGGI, through the Project Management Unit (PMU), is implementing a Republic of Korea (RoK)-funded development project in Togo. Under Outcome 2 of the Project, the Project is delivering rural infrastructure and drinking water services to improve the living conditions and productive capacity of beneficiary communities, comprising:
- Output 2.1: Eco-friendly rural infrastructures, including a school, a health care center, a public market with a shop for products processed at the incubation center, a youth and women's green business incubation center, and a waste and sanitation system, designed to equip communities with essential socio-economic infrastructure; and
- Output 2.2: Drinking water facilities, including boreholes with associated pumping and distribution systems and rainwater harvesting systems or water wells, several of which incorporate solar-powered pumping systems consistent with the Project's renewable energy approach under Outcome 1.
Construction and installation works are scheduled to take place between September and December 2026. Given the scale, technical diversity, and geographic spread of these works, the Project requires independent technical supervision and quality assurance throughout the construction phase to safeguard the quality, safety, and donor accountability of the works financed under the grant.
This assignment engages a Lead Construction Supervision Engineer as the Project's principal independent technical focal point for construction supervision and quality control, with structural engineering review and verification, and full responsibility for ESHS oversight, consolidated into this role. The Lead Engineer will be complemented, on a milestone and as-needed basis, by independently contracted specialist consultants (hydrogeology/water and solar/electro-mechanical) engaged under a separate Terms of Reference, whose inputs the Lead Engineer will coordinate and consolidate into unified reporting to the PMU.
Objectives of the Assignment
The objective of this assignment is to engage a Lead Construction Supervision Engineer to ensure that all construction and installation work under Outputs 2.1 and 2.2 is executed in full compliance with:
- Approved architectural and engineering designs, technical specifications, and Bills of Quantities (BOQs);
- Applicable national construction, water supply, and electrical/solar installation standards and regulations in Togo;
- Environmental, social, health, and safety (ESHS) requirements applicable to the Project; and
- Good international industry practice for infrastructure and water supply construction.
For supervision purposes, the Consultant shall apply the following hierarchy of reference documents: signed construction contracts and approved drawings; technical specifications and BOQs; applicable national laws, regulations, building codes, water-sector standards, and electrical or solar installation requirements in Togo; Project ESHS requirements; and good international industry practice where national requirements are silent or less specific.
The Consultant will act as the Project's independent technical focal point for construction supervision and quality control across all project sites, including structural design review and construction verification and ESHS oversight, will coordinate the milestone-based inputs of the specialist consultants engaged under the Rider ToR, and will support the PMU in certifying works for payment and in managing contractor performance.
The Consultant shall perform the assignment as an independent technical adviser to the PMU and shall not assume the responsibilities of the works contractor, design consultant, procurement authority, or approving authority. The Consultant’s recommendations, certifications, and technical opinions shall be based on documented site evidence, approved designs, contract requirements, applicable standards, and professional engineering judgment.
The Consultant shall report contractually and technically to the PMU-designated supervisor. Formal approvals, contractual notices, payment authorization, variation approval, and contractor instructions that create contractual obligations shall remain the responsibility of GGGI/PMU or the authorized contracting authority, based on the Consultant’s documented technical recommendations.
Scope of Work
1. Pre-Construction Phase (October2026)
- Review and validate final architectural and engineering designs, drawings, and BOQs for the rural infrastructure works, including structural elements, and coordinate specialist review of hydrogeological/geophysical investigation reports and solar/photovoltaic system designs for the drinking water facilities;
- Identify design gaps, site-specific risks, and constructability issues, and recommend improvements or cost-efficiency measures;
- Classify project sites into risk/complexity tiers to inform the supervision visit frequency set out below, in consultation with the PMU;
- Support the PMU in the technical evaluation of bids or proposals from construction contractors, and review of contractor work plans, methodologies, and mobilization schedules prior to contract award.
2. Construction Supervision and Quality Control (October – December 2026)
- Prepare and implement a site supervision methodology, including a supervision matrix for each site, tiered visit frequencies, inspection and test plans, quality control checklists, hold points and witness points, and escalation procedures for non-conformities;
- Ensure the supervision methodology defines minimum inspection coverage for building works, water supply works, solar and electro-mechanical installations, ESHS compliance, materials testing, and commissioning, and identifies critical hold points at which works may not proceed without documented inspection or clearance by the Consultant and, where relevant, specialist consultants;
- Conduct regular site visits on a tiered basis: at minimum bi-weekly for site clusters classified as high-risk or technically complex, and at minimum monthly for site clusters classified as lower-risk, with ad hoc visits triggered by non-compliance, contractor delay, or high-risk activity regardless of tier;
- Verify that civil works for the rural infrastructures, including structural elements, are executed in accordance with approved designs, with dedicated verification at critical structural stages (e.g., foundations, structural frame);
- Trigger and coordinate specialist inputs (hydrology/water, solar/electro-mechanical) at critical-stage inspections;
- Inspect construction materials, workmanship, and processes for compliance with quality standards and technical specifications;
- Validate completion of key construction and installation milestones prior to contractor payment certification.
- Prepare concise site visit reports documenting findings, photographic evidence, and recommendations;
- Maintain organized supervision records, including site instructions, inspection checklists, test results, minutes of site meetings, photographs, correspondence, non-conformance notices, corrective-action verification, payment-certification evidence, and handover documentation, and submit them to the PMU in electronic format suitable for audit, donor reporting, and future reference during the defects liability period;
- Maintain a non-conformance register covering quality, ESHS, schedule, and contractual non-compliances identified during supervision, recording site, contractor, date, description, reference requirement, risk level, corrective action, responsible party, deadline, verification status, and closure evidence;
- Escalate serious or repeated non-conformities immediately to the PMU with recommended contractual remedies;
- Track physical progress against the Project's implementation schedule and identify delays or risks to the October–December 2026 completion timeline;
- Provide monthly progress reports to the PMU consolidating findings across all sites, including relevant inputs received from specialist consultants.
- Advise the PMU on contractor performance, technical compliance, and adherence to contract conditions;
- Before recommending any contractor payment, verify completed quantities, quality of executed work, test results, photographic evidence, compliance with approved drawings and specifications, closure of relevant non-conformities, achievement of contractual milestones, and confirmation that no unresolved safety-critical or quality-critical defects affect the works proposed for payment;
- Support the review of variation orders and claims, including verification of necessity, site instructions, measured quantities, cost reasonableness, schedule implications, and consistency with the contract, before recommending approval to the PMU;
- Assist the PMU in the technical certification of completed works to support processing of contractor payments.
- Review contractor site-specific ESHS plans prior to construction start and provide written technical recommendations to the PMU on their adequacy, including occupational health and safety procedures, waste management, community health and safety measures, emergency response arrangements, worker code of conduct, incident reporting, and grievance referral arrangements;
- Monitor day-to-day contractor compliance with the Project's ESHS requirements and applicable national standards during regular site supervision visits;
- Identify ESHS risks on construction sites and recommend mitigation measures, escalating serious or repeated issues immediately to the PMU for entry into the non-conformance register.
- Support final inspections, testing/commissioning, and acceptance of the rural infrastructures and drinking water facilities;
- For water supply, solar, electro-mechanical, and building-service components, verify commissioning procedures, witness or review relevant performance tests, confirm that test results meet contractual and technical requirements, and ensure that operation and maintenance information is available before recommending acceptance or handover;
- Prepare punch lists of outstanding items and verify their correction prior to handover;
- Provide technical input and periodic verification during the defect liability period following handover.
- During the defect’s liability period, provide technical verification when defects are reported or when requested by the PMU, review contractor corrective actions, confirm closure evidence, and prepare short verification notes or recommendations before any defect liability retention is released.

Deliverables shall be accepted only where they are complete, evidence-based, consistent with the approved templates, and supported by relevant inspection checklists, photographs, non-conformance tracking, test results, specialist inputs where applicable, signed timesheets, and clear recommendations for PMU action or clearance.
Invoices must be submitted monthly with the corresponding technical inspection report and signed timesheets. Payment requires technical clearance of the deliverables by GGGI. Applicable mission travel costs will be reimbursed separately under GGGI’s travel policy.
Mission travel shall be undertaken only with prior authorization by GGGI/PMU. Eligible reimbursable costs, supporting documentation, applicable per diem or travel policy provisions, transport arrangements, accommodation arrangements, and treatment of travel days as billable workdays shall be confirmed in the contract or work order before travel is undertaken.
Expertise Required
Technical
- Master's degree in civil or construction engineer with a minimum of 5-8 years of experience in construction supervision, including rural or agricultural infrastructure;
- Demonstrated structural engineering competency (design review and construction verification for public or community buildings), as this assignment consolidates the structural review function that would otherwise require a separate Structural Engineer position;
- Demonstrated ESHS oversight competency (review and approval of contractor ESHS plans and ongoing compliance monitoring), as this assignment consolidates the ESHS function that would otherwise require a separate ESHS Specialist position;
- Working familiarity with water supply infrastructure (water supply systems, borehole/pumping systems) and solar-powered systems sufficient to coordinate and interpret specialist inputs, even without specialization in either;
- Experience in Togo or comparable West African contexts is an advantage;
- Registered with the National Order of Engineers of Togo (ONIT) is an advantage
- Demonstrate the ability to produce concise, donor-standard technical inspection reports.
- French language capacity for site coordination in Togo is highly desirable.

Evaluation procedure: candidates must meet the mandatory minimum requirements to proceed to technical evaluation. A minimum technical score of 70 out of 100 is recommended for further consideration. GGGI may conduct interviews or reference checks with shortlisted candidates. The final selection shall be based on technical score, financial proposal, availability, and compliance with GGGI procurement procedures.

All reports, site photographs, datasets, inspection records, correspondence, and other materials produced under this assignment shall be the property of GGGI. The Consultant shall keep all project information confidential and shall not disclose or use it for purposes outside the assignment without prior written authorization from GGGI.
