Project Background

The International Rescue Committee (IRC) is implementing a comprehensive multi-sector humanitarian response across Libya, providing integrated health, protection, and education services to vulnerable populations affected by crisis.

In remote and underserved areas such as Al Kufra, access to essential healthcare services—including emergency and medical care—remains limited. To address these gaps, the IRC is strengthening facility-based clinical services to ensure the availability of safe, high-quality, and life-saving medical care.

As part of this effort, the IRC seeks to recruit a qualified General Partition Doctor who will play a critical role in delivering services. The position involves assessment and  stabilization of critical cases, diagnoses and management of communicable and non-communicable diseases, follow up of patient with chronic illnesses, while ensuring adherence to patient safety standards, infection prevention protocols, and clinical guidelines.

The General Partition Doctor will support the effective functioning of health services at designated health facilities, including the five supported HFs, working closely with medical teams, and Ministry of Health (MOH) staff. The role focuses on improving Patient outcomes, supporting emergency and critical care services, and ensuring continuity and quality of care for patients.

Scope of Work

  • The General Practitioner will support emergency and critical care services, including initial resuscitation, triage, and management of acute and critically ill patients, while ensuring adherence to patient safety standards and infection prevention protocols. The role also involves supporting the rational use of essential medications and medical supplies, conducting primary clinical evaluations, and maintaining the functionality and proper utilization of basic diagnostic and medical equipment.

Expected Outcomes / Deliverables:

  • Provide safe, high-quality primary healthcare and emergency care, including comprehensive patient clinical evaluations, diagnosis, and treatment in accordance with national guidelines and organizational protocols.
  • Support emergency and critical care services, including patient triage, basic and advanced life support (BLS/ALS), stabilization of trauma cases, and initial management of critically ill patients prior to referral or admission.
  • Ensure effective medical management and pain relief for acute and chronic conditions using appropriate evidence-based pharmacological and non-pharmacological interventions.
  • Maintain proper documentation of patient consultations, medical histories, diagnosis, and treatment plans, ensuring accuracy, confidentiality, and compliance with clinical standards.
  • Monitor and ensure the proper use, maintenance, and safety of basic medical equipment, essential pharmaceuticals, and clinical consumables, including reporting shortages or equipment faults.
  • Coordinate closely with multidisciplinary teams, specialist consultants, nursing staff, MOH personnel, and referral health facilities to ensure seamless continuity of patient care.
  • Participate in clinical audits, quality improvement initiatives, morbidity and mortality reviews, and relevant technical meetings to enhance primary healthcare service delivery.
  • Support capacity building through on-the-job training, mentoring of healthcare staff, and patient safety practices.

Duration of the Work

The expected engagement duration for the General Partition Doctor will be three months, with the possibility of extending the service contract as per the project timeline/need.

Key Working Relationships:

In addition to the relationship mentioned under the expected outcomes, the General Partition Doctor is expected to engage with the health manager/ Senior health manager.

Duty station: This service contractor is required to provide the above-mentioned services in Alkufra.

Qualifications and requirements of a successful individual contractor:

  • Medical Doctor (MD) degree or equivalent (MBBS/MBChB) from a recognized university, with valid registration and active license to practice as a General Practitioner.
  • Proven clinical experience in primary healthcare and general practice, including patient consultations, diagnosis, chronic disease management, and basic emergency care.
  • Experience in emergency triage, stabilization of acute trauma, and basic/advanced resuscitation (BLS/ALS) is highly desirable.
  • Ability to work effectively in a multi-disciplinary and multi-cultural healthcare environment, with flexibility to support clinical services across different health facilities when required.
  • Strong knowledge of primary healthcare standards, infection prevention and control (IPC), and rational use of essential medicines and medical supplies.
  • Good computer skills, including Microsoft Office (Word, Excel), and ability to maintain accurate medical records and reports. Proficiency in Arabic is required; working knowledge of English is an advantage.
