Duties and Responsibilities

Background: After the 2006 July War, UN-Habitat initiated its Country Programme in Lebanon, responding to emerging issues through housing reconstruction, shelter provision and upgrading basic services, while laying the foundation for long-term sustainable solutions by means of urban profiling, data collection and urban policy analyses, supporting municipalities and much more. UN-Habitat Lebanon has been working effectively with partners and urban planning actors at the community, national and international levels for the past 17 years to develop and implement programmes and interventions that contribute to the achievement of the urban dimensions of the 2015–2030 Agenda for Sustainable Development in line with the country needs and humanitarian frameworks. UN-Habitat Lebanon continuously adapts to the country’s situation by fostering inclusive and sustainable urban development, improving planning systems and frameworks as well as effective urban crises response – through a humanitarian, development and peace nexus approach. This includes contributed to the UN’s collective response to the Syrian displacement crisis, the protracted and ever deepening socio-economic and financial crisis, the COVID-19 pandemic, the Beirut Port explosion (BPE) and other crisis related needs. UN-Habitat is currently implementing a wide range of projects in different cities and regions within the country involving municipalities and other national and local partners. Projects include but not limited to, upgrading of communities, reducing marine litter, addressing climate change challenges, solarization interventions, rehabilitation of public spaces, etc. To support the effective communication of UN-Habitat's mission, vision, values, programmes, achievements, and impact to a wide range of stakeholders, including donors, government counterparts, local authorities, partners, communities, and the general public, UN-Habitat Lebanon seeks to recruit a Communication Officer (Individual Contractor). The Communication Officer will lead and support the development and implementation of communication, visibility, outreach, and knowledge-sharing activities, ensuring that project achievements and organizational priorities are effectively communicated through high-quality content, digital platforms, media engagement, publications, events, and communication products. The incumbent will contribute to strengthening UN-Habitat's public profile, donor visibility, stakeholder engagement, and advocacy efforts while ensuring compliance with corporate branding and communication standards. The Individual Consultant’s (IC) Duties and Responsibilities will be as follows: 1. Project and Donor Communication • Develop communication and visibility plans, editorial calendars, and implementation schedules. • Ensure compliance with donor visibility and branding guidelines. • Contribute communication content and evidence for donor reports. • Identify communication opportunities and potential risks. 2. Campaigns, Content, and Design • Develop and implement communication campaigns aligned with organizational strategy. • Create engaging content and transform technical information into accessible messages. • Write and edit communication materials in Arabic and English. • Design visibility and communication products such as newsletters, brochures, reports, presentations, banners, and social media materials. 3. Photography, Video, and Field Coverage • Document project activities through photography and videography when required. • Produce and edit videos, interviews, testimonials, and digital content. • Develop concepts, scripts, and storyboards for multimedia productions. • Coordinate photographers, videographers, and production service providers. • Ensure ethical standards, informed consent, privacy, and safeguarding requirements are respected. • Maintain organized archives of visual materials. 4. Events, Digital Communication, and Media Support • Support in organizing events, workshops, launches, donor visits, and awareness campaigns. • Prepare event branding, invitations, presentations, and communication materials. • Manage content for websites, social media, newsletters, and email campaigns. • Monitor digital engagement and communication performance indicators. • Support media relations, press releases, interviews, and field visits. 5. Brand Management, Reporting, and Coordination • Ensure consistent application of organizational branding across projects. • Conduct quality control of communication materials before publication. • Maintain records of designs, approvals, visibility evidence, and reports. • Prepare communication reports and participate in planning and coordination meetings. • Support emergency communication needs and other communication-related tasks as required. Supervision: The IC will work under the supervision of the Head of the Operation Unit at UN-Habitat Lebanon.

Qualifications/special skills

First Level University degree (Bachelor’s degree or equivalent) in Communications, Journalism, Public Relations, Media Studies, Marketing, Digital Communications, International Relations, or a related field. • Minimum Two (2) years of professional experience in developing and implementing communication and visibility strategies, campaigns, and outreach activities is required. • Experience working with UN agencies, international organizations, NGOs, or development projects is desirable. • Excellent knowledge of Adobe Creative Suite (Illustrator, InDesign, Photoshop) and other relevant design software is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position both Arabic & English are required.
