About the Region

The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. About the Country/Multi-Country Office

Based in Tunis, the North Africa Multi-Country Office (NAMCO) oversees operations in Algeria, Egypt, Libya, and Morocco, delivering project management, financial services, infrastructure, procurement, and human resources support. With active project offices in Morocco and Libya, NAMCO works in close partnership with governments, NGOs, and international financial institutions to advance socio-economic development across the region. NAMCO’s portfolio spans health, justice, climate action, and environmental preservation, while promoting youth and women's empowerment through improved access to education and employment opportunities. Key initiatives include: supplying digital learning materials for Tunisian schools (World Bank), supporting Tunisia’s national development plan (AICS), enhancing maritime border management (EU), delivering high-tech health equipment to 75 hospitals (World Bank), supporting resilient agriculture in Libya (IFAD), and advancing vocational training in Morocco (KOICA). NAMCO’s work contributes directly to inclusive growth and progress toward the Sustainable Development Goals (SDGs).

Role Purpose

Le/la Chargé(e) des communications élabore et met en œuvre des plans de communication stratégique afin de soutenir les objectifs des projets et programmes. Ce poste implique l’analyse des contextes de communication, la gestion des calendriers éditoriaux ainsi que la production d’une large gamme de contenus de haute qualité, notamment des communiqués de presse, des publications pour les réseaux sociaux et des rapports.

Le/la titulaire du poste agit également comme point focal auprès des partenaires externes et des donateurs, en veillant à assurer une mobilisation efficace des parties prenantes ainsi qu’une représentation appropriée de l’organisation.

Functions / Key Results Expected

1. Appui à la stratégie et à la planification de la communication

  • Contribuer à l’élaboration et à la mise en œuvre des stratégies et plans de communication approuvés pour les projets/programmes.

  • Fournir des données analysées et des informations pertinentes afin d’éclairer la définition de la stratégie de communication.

  • Veiller à la mise en œuvre, dans les délais impartis et selon des standards de qualité élevés, des activités de communication alignées sur les objectifs des projets/programmes.

  • Assurer le suivi de la mise en œuvre et veiller au respect des règles et règlements de l’UNOPS.

  • Analyser le contexte local de communication, les publics cibles et les différents canaux afin d’optimiser la portée et l’impact des actions de communication.

  • Contribuer à la diffusion de messages stratégiques dans le cadre de différents forums et à travers divers médias.

2. Création et gestion de contenu

  • Élaborer des contenus éditoriaux, notamment des éléments de langage, des foires aux questions (FAQ), des communiqués de presse, des publications pour les réseaux sociaux et les sites web, des vidéos et des fiches d’information.

  • Collecter et structurer les données afin de les transformer en supports de communication accessibles et adaptés aux différents publics.

  • Gérer les calendriers éditoriaux et coordonner la production de contenus sur les différents canaux de communication.

  • Collaborer avec les experts techniques afin de produire des rapports et des articles de fond complets et pertinents.

3. Mobilisation des parties prenantes et représentation

  • Maintenir une communication efficace avec les donateurs, les clients, les partenaires et les autres parties prenantes.

  • Contribuer à l’organisation d’événements externes et veiller à ce que la représentation de l’organisation soit conforme aux normes de l’UNOPS.

  • Collaborer avec les experts techniques et thématiques dans le cadre des activités de reporting stratégique et des initiatives visant à renforcer la visibilité des projets/programmes.

4. Développement et partage des connaissances

  • Contribuer à l’organisation, à la facilitation et à la mise en œuvre de sessions de formation et d’apprentissage sur des sujets liés à la communication.

  • Participer aux initiatives de partage des connaissances et aux Communautés de pratique (CoP), en apportant des contributions, des idées et des enseignements tirés de la mise en œuvre des activités de communication des projets.

  • Effectuer des recherches sur des sujets liés à la communication et contribuer à la rédaction de rapports, de synthèses et de notes d’information.

Education Requirements

Requis :

  • Diplôme de licence (ou équivalent)en marketing, communication , journalisme ou autre domaine.  assorti de 2 années d’expérience professionnelle pertinente.

  • Un master (ou diplôme équivalent) en marketing, communication , journalisme ou autre domaine , sans expérience professionnelle préalable requise.

Souhaité :

  •  Une certification professionnelle reconnue à l’échelle nationale ou internationale dans les domaines de la communication, du journalisme ou de la communication numérique et des réseaux sociaux est souhaitée.

Experience Requirements

Requis :

  • Une expérience professionnelle pertinente dans les domaines de la communication, des relations publiques, des médias, du journalisme ou dans des domaines connexes.

  • Une expérience dans l’utilisation d’outils de collaboration et de productivité (par exemple, MS Office, G-Suite, etc.) ainsi que de systèmes de gestion en ligne est requise.

Souhaité :

  • Une expérience de travail dans des environnements multiculturels ou au sein d’organisations du système des Nations Unies dans un pays en développement est souhaitée.

  • Une expérience dans des contextes de développement ou humanitaires est souhaitée.

  • Une expérience dans la création et le suivi de contenus destinés à des publics au niveau local/communautaire est souhaitée.

  • Une expérience dans l’utilisation d’outils de conception graphique, de production vidéo et de création de contenu est souhaitée.
