CCAC Senior Programme Specialist

The CCAC Senior Programme Specialist will provide senior-level specialist support for the design and management of CCAC programmes, portfolio, functions or technical areas to ensure that it is strategically positioned, effectively delivered and connected to wider CCAC priorities. The selected candidate will provide authoritative advice, developed strategies for complex partnerships and senior stakeholder engagement, advise on quality and results, guide cross-functional delivery and support on identifying and acting on emerging opportunities and risk.

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.   The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org  The CCAC Secretariat is seeking one or more CCAC Senior Programme Specialists to provide specialist support for the management and delivery of substantive portfolios within its work programme. Selected candidates may lead work across country delivery, project and grant portfolios, strategy and governance, science and assessments, communications and engagement, partnerships and resource mobilisation, or sector-focused action. Objectives: 1. Provide strategic, programmatic or technical advice for an assigned CCAC portfolio, function, initiative or sector. 2. Develop proposals with clear priorities, delivery strategies, workplans, partnership arrangements and measures of success aligned with CCAC objectives and government needs. 3. Advise on complex engagement with governments, partner organisations, funders, implementers, experts and other senior stakeholders. 4. Support major projects, grants, workstreams or products; ensure effective management of scope, resources, timelines, risks, quality and results. 5. Provide quality assurance and advice on high-level strategies, proposals, governance papers, donor products, technical outputs, briefings and communications. 6. Present on the CCAC in senior policy, technical and partnership forums and advance agreed priorities through those engagements. 7. Identify strategic opportunities, delivery constraints, resource needs and emerging risks and provide clear options and recommendations. 8. Mobilize and coordinate expertise across Secretariat functions and partner networks to deliver shared priorities and integrated outcomes. 9. Advise on how to strengthen institutional systems and practice, and promote learning and consistent standards across the Secretariat. 10. Provide ad hoc strategic support as part of the CCAC Secretariat team. Performance indicators: - Clear, strategic advice on direction, credible delivery arrangements and demonstrable progress against intended results. - Complex partnerships and senior stakeholder relationships are effectively designed in order to generate concrete contributions or decisions. - Major outputs and decisions are timely, high quality, evidence-based and strategically influential. - Risks, resource needs and delivery constraints are anticipated and addressed through practical recommendations and action. - Work advances CCAC priorities and reflects authoritative knowledge of SLCPs/super pollutants and partnership-based delivery. - Cross-functional teams and colleagues receive effective advice, quality assurance and support, with stronger systems and practice resulting.

- Advanced university degree (Master's degree or equivalent) in environmental science, engineering, international relations, public policy, development studies, programme or project management, communications, or another field relevant to the assignment is required. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 10 years of progressively responsible professional experience in programme or portfolio leadership, climate change, air pollution, sustainable development, international cooperation, communications, science, policy or a related field is required. - Demonstrated in-depth knowledge of short-lived climate pollutants (SLCPs), also referred to as super pollutants, including their links to climate change, air pollution and sustainable development, is required. - Extensive experience leading complex multi-stakeholder partnerships, programmes, portfolios or technical workstreams is required. - Experience advising or engaging senior government officials, international organisations, funders, technical leaders or other senior stakeholders is required. - Experience providing strategic direction, quality assurance and oversight of complex deliverables and results is required. - Experience working in an international and developing-country context is required.

- Fluency in English (written and oral) is required - Additional knowledge of other UN official languages is an asset.
