Overview & Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools.

The project seeks to engage a consultant to develop a generic and modular One-Stop-Shop (OSS) Manual of Operations adaptable by Justice Zones, LGUs, government agencies, multidisciplinary teams, and other institutions, and to revise and finalize the existing Manual of Operations of the Tahanan ng Pag-Asa Trafficking in Persons (TIP) Center.

The consultant will work closely with the NCC-OSAEC-CSAEM Technical Working Group and key stakeholders to ensure a consultative and evidence-based development process.

The consultant will perform the following responsibilities:

  • Assess existing one-stop-shop, processing center, multidisciplinary, and integrated service delivery models and identify good practices, gaps, and lessons.
  • Map institutional roles and processes for trafficking in persons, OSAEC and CSAEM prevention, investigation, prosecution, and victim protection.
  • Develop the generic modular OSS Manual, including governance, staffing, workflows, referral protocols, SOPs, safeguarding, data protection, accessibility, quality assurance, sustainability, and operational tools.
  • Revise the TIP Center Manual to reflect its mandate, governance, services, workflows, referral pathways, facilities, and operational requirements.
  • Conduct consultations, interviews, site visits as appropriate, and validation workshops; finalize outputs based on stakeholder feedback and prepare a final report.

Job Requirements

Education and Professional Experience

  • AMaster’s degree in Law, Social Work, Public Administration, Criminology, Psychology, Development Studies,oraBachelor’sdegreein a similar fieldplus 10 years ofrelevantexperience.
  • At least 7 years of relevant professional experience in child protection, criminal justice, victimassistance, or related fields.
  • Demonstrated experience in developing manuals, standard operating procedures, or policy guidelines for government agencies.
  • Demonstrated experience working with multi‑agency or inter‑disciplinary frameworks.
  • Experience working with government agencies involved in law enforcement, social welfare, or justice systems.
  • Proven familiarity with R.A. No. 11930, its IRR, and related issuances.

Languages

  • Outstanding written and verbal communication skills inEnglishand Filipinoarerequired.

  • Strong knowledge of child protection and justice sector frameworks.
  • Expertisein systems mapping, process design, and institutional coordination.

Terms & Conditions

This consultancy is offered on adeliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference.Theconsultant will be engaged for a period of six months, from 1 October 2026 to 31 March 2027.The consultancy will be mostly home based but includestravel forin-person field engagements.
