Organizational Setting
The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger. FAO's goal is to achieve food security for all and ensure that people have regular access to enough high-quality food to lead active, healthy lives. With 195 members - 194 countries and the European Union, FAO works in over 130 countries worldwide and has started working in Viet Nam since 1978 with its Representation (Country Office) opened in Ha Noi.
FAO is looking to conduct a rapid drought assessment in Viet Nam, building upon existing FAO-supported drought assessment. It aims to draw upon international experiences and best practices in drought monitoring, forecasting, anticipatory action, and integrated drought management to identify lessons applicable to Viet Nam. It will also provide a comprehensive, forward-looking analysis of drought risks in the Central Highlands under the forecasted El Niño conditions of 2026. The assessment will integrate climate forecasting, drought risk analysis across sectors, and gap analysis to generate evidence-based recommendations for resilient water resources management and climate adaptation. The findings will support national and provincial authorities in strengthening drought preparedness, protecting agricultural production and rural livelihoods, safeguarding water security, and enhancing the long-term resilience of one of Viet Nam's most economically and environmentally important regions.
Reporting Lines
The incumbent is put under the overall supervision by the FAO Representative, technical supervision by the Lead Technical Officer in FAO-RAP, and day-to-day management by Assistant FAO Representative (Programme) and the Water Resources Specialist.
Technical Focus
The incumbent will support FAOVN Office in providing technical quality assurance for the rapid assessment of the anticipated drought conditions in the Central Highlands under the forecasted 2026 El Niño event. Building upon the existing FAO drought assessment and other available information, he/she will provide technical input on drought impacts of water resources management, combine technical inputs from the multidisciplinary team, and draft the final assessment report and recommendations for FAOVN.
Tasks and responsibilities
• Support the Water Resources Specialist in overseeing the drafting of the rapid drought assessment and ensure timely delivery of all outputs;
• Review existing FAO drought assessment for Central Highlands together with other relevant national and international reports, policies and technical guidance on drought management with a focus on Central Highlands;
• In collaboration with other team members, analyse historical agricultural drought conditions in Central Highlands with a focus on high-value crops such as coffee and pepper;
• Review existing drought management practices and policies, and provincial preparedness and readiness in the agricultural sector, and identify the gaps or challenges in drought management in the study area;
• In collaboration with other team members, integrate climate outlooks, El Niño assessments, and agricultural water demand analyses into a comprehensive drought assessment. This includes an assessment of the availability and seasonal variations of water resources, particularly during the dry season and under forecast drought conditions.
• Support the Water Resources Specialist in synthesizing the multidisciplinary findings to evaluate the implications of the forecasted El Niño event on drought conditions, agricultural production, rural water supply, and water resources management in the Central Highlands.
• Review relevant international experiences and good practices in drought preparedness, anticipatory action, and integrated drought management, and incorporate these practical recommendations into the Vietnamese context.
• Provide technical inputs to the consultation meetings and validation workshop with various stakeholders.
• Support the preparation and finalization of the assessment report, incorporating comments and feedbacks.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree (MSc or PhD) in Water Resources engineering, Environmental engineering, Water resources and Irrigation management, Hydraulic/Hydrologic Engineering or related field;
• At least 15 years of relevant experience in water resources management, hydrology and drought management with at least 10 years of experience working on Central Highlands;
• Working knowledge of English and Vietnamese;
• National of Viet Nam or resident of the country with valid work permit.

Technical/Functional Skills
• Strong experience and knowledge in water resources and drought management in a development context; Strong understanding of drought management policies and institutional arrangements in Viet Nam.
• Familiarity with irrigation systems, agricultural water management, and groundwater resources in the Central Highlands;
• Experience in drought monitoring and early warning; Modelling experience in drought, water resources, or disaster risk assessment topics is an advantage.
• Strong analytical thinking, interpersonal skills as well as report writing skills.
• Ability to deliver high-quality technical outputs within tight timelines.
• Relevant experience in working in multidisciplinary and multicultural teams, particularly in multilateral organizations.
• Experience working with government agencies at all levels, research institutions, development partners, and relevant technical stakeholders in Viet Nam.
• Previous experience working with FAO, other UN agencies, development partners, or international organizations is an advantage.
• Relevant experience in coordinating and working with both international and local institutions.
• Acting as Team leader in similar assignments is an advantage.
