Mission and objectives

MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). SCR 2277 (2016) requests MONUSCO to support efforts of the Government of DRC towards the protection of civilians, through a comprehensive approach involving all components of MONUSCO, including through reduction of the threat posed by Congolese and foreign armed groups and of violence against civilians, including sexual and gender-based violence and violence against children to a level that can be effectively managed by the Congolese justice and security institutions; and to support Stabilization through the establishment of functional, professional, and accountable state institutions, including security and judicial institutions. The project aims at a better understanding of the most serious violations of human rights law and international humanitarian law in DRC and supports the leadership of the Mission through informed policy and decision making on future vetting of security forces through risk assessment and mitigation, joint planning for MONUSCO operations, as well as advocacy efforts.

Context

The Integrated Mission Training Centre (IMTC) is responsible for strengthening the mission’s learning culture and ensuring that personnel possess the necessary skills to effectively implement mandated activities. In support of this objective, the ICT/Training Officer will contribute to the design, delivery, and evaluation of ICT-related learning programmes, ensuring alignment with mission priorities, UN learning standards, and adult learning principles.
The mission operates in a complex environment where digital literacy, secure information management, and efficient use of ICT tools are essential for mandate implementation. Strengthening ICT competencies is therefore critical to improving operational effectiveness, staff performance, and compliance with UN digital transformation initiatives.
The purpose of this assignment is to enhance mission-wide ICT competencies, improve staff performance through targeted learning interventions, and support the development of structured training systems and tools within IMTC.
The ICT/Training Officer will play a key role in expanding digital learning modalities, supporting mission components in adopting new technologies, and ensuring that personnel have access to high-quality, relevant, and timely ICT training.

Task description

Under the direct supervision of the Chief of Information Management and Technology Centre (IMTC), the UN Volunteer will perform the following duties:

A. Training Needs Assessment and Planning
• Conduct skills gap analyses across mission components.
• Map out long-term training plans and learning pathways.
• Assess information and communication technology (ICT ) training needs and propose relevant interventions.
• Contribute to the development of the annual Mission Training Plan.
• Support integration of ICT learning into mission-wide onboarding and induction programmes.

B. Design and Development of Learning Materials
• Prepare educational materials, including manuals, presentations, and e-learning content.
• Select appropriate instructional methodologies (workshops, coaching, in-class training, conferences, e-learning).
• Develop curricula for computer literacy, Microsoft Office applications, Microsoft Teams, SharePoint, and mission-specific platforms.
• Contribute to the development of digital learning products, including micro-learning modules and video tutorials.

C. Training Delivery and Facilitation
• Deliver ICT and computer training to mission personnel.
• Liaise with external partners and coordinate outsourced training activities.
• Ensure training delivery aligns with United Nations (UN ) learning standards and adult learning principles.
• Provide on-the-job coaching and individualized support to staff requiring additional assistance.
• Facilitate virtual, hybrid, and in-person ICT learning sessions.

D. Monitoring, Evaluation, and Reporting
• Assess the impact of training on staff performance.
• Gather feedback from trainees and trainers after each session.
• Prepare analytical reports for each learning programme.
• Update curriculum databases and training records.
• Maintain accurate statistics for reporting to mission leadership and UN Volunteers (UNV).

E. IMTC Website Administration and Management
• Administer the back office of the mission's website, ensuring timely updates of content, user accounts, and access rights.
• Train staff on content publishing workflows, metadata standards, and compliance with organizational guidelines.
• Monitor website performance, troubleshoot technical issues, and coordinate with IT teams to ensure system stability.
• Implement security protocols, backups, and updates to safeguard data integrity and user privacy.
• Conduct research on emerging technologies and innovative learning tools.
• Assist in testing and evaluating new ICT products and platforms.
• Support digital transformation initiatives and promote adoption of new learning technologies.

F. Other Duties
• Perform any other related duties as required by the Chief of IMTC.
• Support mission-wide learning events, campaigns, and knowledge-sharing activities.
