Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, with 191-member National Red Cross and Red Crescent Societies. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The IFRC Kinshasa Delegation covers four countries: the Democratic Republic of the Congo, Burundi, the Republic of Congo, and Rwanda. The Delegation supports National Red Cross Societies across a complex, multi-country context characterized by recurrent shocks, cross-border risks, and diverse humanitarian programmes including disaster risk management, anticipatory action, epidemics response through in kind or cash modalities.

This position is based in Kinshasa, and, depending on current and anticipated needs, requires frequent deployments to support National Red Cross Societies as well as IFRC programmes and operations within the cluster. The Disaster Risk Manager Coordinator plays a strategic and operational role at the intersection of programmes and operations, ensuring timely, effective and efficient support of disaster risk managementactivities for National Societies. The Technical manager of the position is the Manager, Disaster, Crisis and Climate at the regional office in Nairobi.

Job Purpose

Under the supervision of the Programmes and Operations Manager of the IFRC Kinshasa Delegation, the  Disaster Management Coordinator will ensure timely, effective and efficient support of disaster risk managementactivities for National Societies. He/she will work in building national, regional and institutional (including secretariat) disaster response and preparedness capacities to enable them to improve their disaster management programming and be an advocate for IFRC’s Preparedness for Effective Response approach.

He/she assures ongoing collaboration with all relevant partners in the region in the field of disaster riskmanagement and will also work on further developing these relationships. He/she contributes to the quality improvement of the DRM programme of NS throughout the Cluster.

The DM Coordinator will support the development for the National Society DRM programmes, with the ultimate goal of increasing community resilience to disaster; enhance NS and their branches disaster readiness.

Thus, the Disaster Management Coordinator will be deployed regularly to the field to support to National Societies, working on four main objectives:

  • Increasing preparedness for effective response (through PER or the Red Ready approach), working with NHQ and Branches to build response capacity prior to disaster, including contingency planning and EWS, forming Rapid Response Teams, Stock Prepositioning, and supply chains;
  • Supporting of timely and high-quality humanitarian response when a disaster strikes, ensuring sound operational management and coordination in the field.
  • Ensuring that overall Operations (yellow and orange) and Projects of the Cluster Delegation related to DRM are properly followed up
  • Agreed grant targets for projects and operations are met and ensuring continuity of services provided by IFRC/Cluster countries, in full coordination with the Movement actors and humanitarian network organizations
  • Ensuring support with the Disaster Response, Disaster Management and Disaster Risk Reduction as required (through DREFs, Emergency Appeals etc).

Job Duties and Responsibilities

Capacity Building and National Society Development

  • Build capacity and competencies of National Societies in Disaster RiskManagement and support them in becoming relevant partners for Disaster Risk Management in their respective countries.
  • Promotes knowledge sharing and best practices among Red Cross Movement Partners and at international meetings and conferences and influences partners in stakeholder consultations.
  • Organize and facilitate training sessions for National Society technical staff and volunteers in various areas of disaster risk management.

Technical and Programme support

  • Promote cross border coordination and collaboration amongst the NSs, including peers initiatives; Provide technical support to NSs to strengthen their Disaster Management capacity in line with Federation-wide and regional policies and strategies.
  • Ensure NSs are supported to have triggers for disaster/emergency response and set up alert system for rapid assessment or response actions
  • Ensure NSs have contingency plans and contingency stocks with a well-functioning stock management.
  • Support the National Societies with the process of hazards mapping, development and review of Contingency Plans, SOPs at national and branch levels.
  • Participate in relevant meetings with Red Cross Movement partners, Governments, donors, NGOs and UN Agencies engaged in disaster risk management.
  • Actively engage the National Societies on the scaling-up of ‘Preparedness for Effective Response’ approach and improving coordination and harmonisation of DRM capacity building approaches.
  • Facilitate technical guidance for the National Societies on Cash Transfer preparedness and programming in different contexts.
  • Actively engage the National Societies on the scaling-up of ‘Early Action Protocol’ and improving Early warning system and anticipatory action.
  • Strengthening NS programming in community resilience, contextualising and localising Road Map to Community Resilience guide and ensure resilience approach is integrated across all NS programming areas.
  • Ensuring a continuous coordination with the NSs’ branches where operations are being implemented.
  • Support NS to design long-term resilience building multisectoral programme
  • Ensuring the preparedness and readiness of the Kinshasa cluster delegation

Support to Disaster Response Operations

  • Monitor ongoing, imminent and potential future disasters & crisis and provide regular feedback on trend analysis to the Programmes and Operations Manager.
  • Undertake role of operations manager or deputy manager for any new DREF and Emergency Appeal operations to ensure lead and business continuity until full time Surge / Operations Manager is hired /assigned.
  • Ensuring the continuous technical support to operations in the Kinshasa Cluster Delegation

Budget Management

  • Act as the budget holder for DRM projects (responsible for ensuring expenditures charged to their cost-centre or project are appropriately authorised, allocated and correctly stated. Authorisation of expenditures will be exercised according/in compliance with IFRC Financial procedures (through approval of transactions, monitoring and forecasting actual and future expenditure requisitions against the approved budget line, clarifying funds are available and ensuring donor earmarking requirements are met).
  • Supporting the NSs with financial management, project reporting, monitoring and evaluation, and procurement and supply chain management as needed.

Job Duties and Responsibilities (continued)

Programme Planning monitoring, reporting and Evaluation

  • Ensure accurate and timely reports for the Federation and for donors per approved PMER Procedures and related guidelines.
  • Develop plans as well as budgets based on expected year-end outputs, ensuring close monitoring of activities and disbursements as per pledges and donors’ requirements.
  • Work closely with the NS team to ensure that timely and accurate financial and narrative reports are prepared and are in line with requirements specified in the project agreement or standard Federation reporting guidelines.
  • Support the NSs to ensure effective monitoring of emergency operations against the key deliverables and milestones articulated in the response strategy and plan as per systems in place, while serving as link with the PMER officer in Pretoria.
  • Assume responsibility for the quality and timely planning, implementation and reporting of the IFRC support to the NS for the emergency operations.

Resource Mobilization and Staff Management

  • Enhance resource mobilization and fund-raising capacity; in addition to mapping funding opportunities and support developing proposals. Organize trainings, aiming at fast and effective mobilization of Federation response system and mechanism.
  • Support NS to liaise with international humanitarian agencies and organisations when appropriate and participate in Inter Agency coordination and other NGO meetings.
  • Act as line manager for national staff of the DM Unit as well as IFRC Operations manager in the area of responsibility
  • Perform any other duties as requested by the Supervisor.

Education

Required

  • Advanced university degree in Development/Social Studies, Project Management, Disaster Management or other relevant field.

Preferred

  • Professional training in disaster risk management
  • Master’s degree in development/social studies, Project Management, Disaster Management or other relevant field.

Experience

Required

  • Experience of working for the Red Cross and Red Crescent Movement
  • 7 years of relevant experience in the field of disaster risk management
  • At least 7 years of working for a humanitarian aid organisation
  • At least 3 years of relevant experience in operation management
  • Experience in managing people
  • Experience in facilitating workshops, seminars and training
  • Experience of planning and managing finances and budgets

Knowledge, Skills and Languages

  • Strong and highly developed technical skills in disaster risk management international practices
  • Self-supporting in computers (word processing, spreadsheets, internet and web-based searching etc.)
