Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management.

Established in 2016, UNOPS Philippines supports the government and development partners in advancing sustainable development through services including sustainable procurement, project and grant management, infrastructure, and logistical support. UNOPS projects in the Philippines focus on key areas such as governance, justice, health, and infrastructure, with a strong emphasis on capacity building, community resilience, and accelerating progress toward the Sustainable Development Goals (SDGs).

About the Group

Background Information - SUBATRA

Support to Bangsamoro Transition (SUBATRA) is a 5-year program funded by the European Union, and co-financed by the Spanish Agency for International Development Cooperation (AECID), through an Agreement with the Government of the Republic of the Philippines. SUBATRA contributes to a smooth and timely undertaking of the transition through capacity building of the three branches of the Bangsamoro Government (executive, legislative, and judicial) and civil society organizations. This will promote an enabling good governance environment and support the efficient implementation of policies set up by the transition plan, with a focus on capacities that are critical for the sound functioning of interim institutions. These include


  • Output 1: Enhanced capacity of the Office of the Chief Minister and selected ministries, offices, and agencies (MOAs) to formulate and implement transitional policies;

  • Output 2: Enhanced capacity of the Bangsamoro Parliament to effectively exercise its lawmaking, oversight, and representation functions;

  • Output 3: Enhanced capacity of the multi-faceted Bangsamoro justice system to guarantee access to justice, especially for marginalized and vulnerable groups; and

  • Output 4: Enhanced capacity of the civil society to support participatory governance and help mitigate risks to peaceful transition in BARMM.


The expected outcomes of the project are:

  • Overall Objective: To contribute to a peaceful, cohesive, secure, and inclusively developed Mindanao.

  • Specific Objective: The establishment of an enabling democratic governance environment for a smooth implementation of the transition in the Bangsamoro Region.


UNOPS is responsible for the provision of logistical and administrative support, which includes the organization of training, workshops, seminars, and study tours, as well as the foreseen procurement of equipment under Outputs 1, 2, and 3, including communication and visibility and monitoring and evaluation activities. In addition, UNOPS is in charge of the assessment and implementation of the infrastructure and ICT components of the Action linked to Outputs 1, 2, and 3. UNOPS will coordinate and receive policy directions from the EU and abide by decisions and directions provided by the Programme Steering Committee (PSC)  of SUBATRA, in accordance with the matrix of responsibilities, UNOPS rules and procedures, and within the budget limit of its Agreement with the donors.

Job Specific Context

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), through the Office of the Chief Minister — Information and Communications Office (OCM-ICO), is implementing the Attendance Collection and Monitoring — Automated Collection and Monitoring System (AC-AMS). The project aims to automate the collection, processing, and reporting of employee attendance data across BARMM agencies.

The ICT Senior Associate - Quality Assurance serves as the lead quality assurance resource for the development and implementation of the Attendance Processing and Management Module (Module 2) of the Attendance Collection and Monitoring – Automated Collection and Monitoring System (AC-AMS) for the Office of the Chief Minister – Information and Communications Office (OCM-ICO), under the SUBATRA Programme, ensuring that the system is functionally accurate, reliable, secure, compliant with BARMM attendance policies, and aligned with OCM-ICO operational requirements and software quality standards.

The position requires substantial expertise in software quality assurance, test planning, automated and manual testing, business rule validation, data reconciliation, and defect management within enterprise web application environments. The ICT Senior Associate - Quality Assurance will lead the development and execution of test strategies, validate attendance computation logic and payroll-period CSV outputs, oversee User Acceptance Testing (UAT) and reconciliation activities, and ensure that all system components comply with engineering, security, and data integrity requirements prior to deployment and handover within the OCM-ICO infrastructure environment.

Role Purpose

The role provides technical leadership in software testing, quality assurance methodologies, business rule validation, defect management, automated testing, and payroll-period data reconciliation. The ICT Senior Associate - Quality Assurance develops and implements comprehensive test strategies, validates attendance computation and payroll logic, oversees User Acceptance Testing (UAT), and ensures that all technical outputs meet the quality and acceptance standards established by OCM-ICO.

Reporting to the designated ICT Specialist and working under the direction of OCM-ICO, the role ensures that testing outputs — including test plans, test cases, automated testing scripts, reconciliation reports, defect documentation, and validation records — are complete, accurate, and aligned with project requirements, timelines, and operational objectives. The role also contributes to institutional capacity development by supporting knowledge transfer activities, documenting testing procedures, and strengthening OCM-ICO’s long-term capability to independently validate, maintain, and sustain the system after project completion.

Functions / Key Results Expected

Reporting to the ICT Specialist, the incumbent will be responsible for:

1. Providing support in Quality Assurance Planning and Testing Strategy

  • Support and execute the quality assurance strategy and testing framework defined by the ICT Specialist. 
  • Provide support in the preparation of comprehensive test plans, test cases, testing schedules, defect management processes, and validation procedures aligned with project requirements and OCM-ICO standards.
  • Ensure testing coverage for functional requirements, business rules, REST API integrations, security controls, audit trails, and data integrity requirements.


2. Validating Attendance Computation and Payroll Business Rules

  • Validate that attendance computations, tardiness calculations, undertime, overtime, absence computations, and payroll deduction outputs comply with MO 0016, MO 0256, and approved functional specifications.
  • Develop test cases directly from policy documents, attendance rules, override workflows, and operational scenarios.
  • Perform rule-based correctness testing using representative attendance datasets and edge-case scenarios.
  • Ensure that payroll-period CSV outputs meet HRMD formatting, reconciliation, and validation requirements.


3. Supporting User Acceptance Testing (UAT) and Data Reconciliation

  • Contribute to planning and coordinating User Acceptance Testing (UAT) activities with OCM-ICO technical teams and relevant stakeholders.
  • Lead parallel-run reconciliation activities comparing system-generated payroll outputs against historical attendance and payroll datasets.
  • Document reconciliation findings, discrepancies, corrective actions, and testing outcomes.
  • Ensure that identified issues are tracked, resolved, retested, and validated prior to milestone acceptance and deployment.


4. Ensuring Quality Compliance and Documentation

  • Ensure that all testing activities comply with OCM-ICO engineering standards, software quality requirements, ICT governance policies, and data privacy obligations.
  • Maintain complete and organized testing documentation, including defect logs, test execution reports, reconciliation records, and validation evidence.
  • Support preparation of technical quality assurance documentation, UAT reports, testing summaries, and handover materials.
  • Contribute to maintaining audit-ready testing records and evidence throughout the engagement.


5. Supporting Deployment Readiness and Knowledge Transfer

  • Support deployment validation, staging verification, rollback testing, and production readiness assessments within the OCM-ICO Data Center environment.
  • Participate in sprint reviews, technical demonstrations, coordination meetings, and milestone validation activities.
  • Provide knowledge transfer support to OCM-ICO counterparts regarding testing methodologies, defect management practices, reconciliation procedures, and quality assurance processes.
  • Contribute to strengthening OCM-ICO’s long-term capability to independently validate, maintain, and sustain the system after project completion.
