Organizational Setting and Reporting Relationship
The position of Senior Financial Management Officer is assigned to the Financial Management Division (PFFM) within the Procurement, Portfolio and Financial Management Department (PPFD). You will be based at our Nepal Resident Mission (NRM) Office in Kathmandu, Nepal.
You will report to Director, PFFM or a designated international staff and matrixed to Country Director, NRM. You will oversee junior team members.
Your Role
As a Senior Financial Management Officer, you will provide operational services in conducting financial management tasks for projects during all stages of the operational cycle, including processing, implementation, and completion. Additionally, you will support country, sector, and agency financial management assessments, and FM systems and capacity development strengthening programs. Furthermore, you will coordinate the delivery of knowledge sharing and capacity building support. Though the position is based in Nepal, you can be assigned to work on tasks in other developing member countries of ADB.
You will:
Operational services
- Lead financial due diligence for project processing. This includes conducting FM assessments and financial and sustainability analyses, preparing cost estimates and financing plans, designing risk mitigation measures and covenants, and agreeing financial management, reporting and audit arrangements for the project.
- Support project implementation through FM review missions, monitoring of FM action plans, coordination with project teams and executing agencies/ implementing agencies (EA/IAs), and maintenance of project data in ADB systems.
- Lead annual project financial statement (APFS) and audited entity financial statement (AEFS) reviews for assigned projects; monitor compliance, quality issues, follow‑up actions, and financial covenant compliance.
- Provide FM support to project teams and EA/IAs.
Country FM Systems
- Participate as a team member in the country partnership strategy, governance assessments, and country public financial management assessments.
- Support country, sector and agency FM systems assessments and help design and implement the regional FM strategic work plan.
Knowledge management
- Participate and facilitate in FM training, conferences, and knowledge‑building activities, and organize/design FM capacity‑building programs and technical assistance for clients.
- Develop and deliver FM training for EAs/IAs on ADB requirements.
Other tasks
- Other tasks as assigned and reflected in your workplan.
Qualifications
You will need:
- Bachelor's degree in accounting, finance, or a related field; preferably with master's degree or equivalent.
- Professional qualification in accounting (e.g. CPA, CA, ACCA) from an internationally recognized institution by IFAC.
- At least 8 years of relevant professional experience in private or public sector financial management (i.e., in accounting, budgeting, auditing); and at least 4 years of supervisory experience.
- Experience with international financial institutions for sovereign and non-sovereign operations is advantageous.
- Advanced knowledge in international and national accounting, reporting and auditing standards for the public sector.
- Proficiency in expressing ideas in both spoken and written formats (and report-writing) in the local language and in English.
- Demonstrated experience liaising and working with teams including government officials in Nepal.
- Demonstrated capacity to guide staff to facilitate work planning, delivery and quality review.
- Proficient in Word, Excel, PowerPoint and familiarity with database management tools.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Nepal.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
