About the Country/Multi-Country Office
Based in Tunis, the North Africa Multi-Country Office (NAMCO) oversees operations in Algeria, Egypt, Libya, and Morocco, delivering project management, financial services, infrastructure, procurement, and human resources support. With active project offices in Morocco and Libya, NAMCO works in close partnership with governments, NGOs, and international financial institutions to advance socio-economic development across the region. NAMCO’s portfolio spans health, justice, climate action, and environmental preservation, while promoting youth and women's empowerment through improved access to education and employment opportunities. Key initiatives include: supplying digital learning materials for Tunisian schools (World Bank), supporting Tunisia’s national development plan (AICS), enhancing maritime border management (EU), delivering high-tech health equipment to 75 hospitals (World Bank), supporting resilient agriculture in Libya (IFAD), and advancing vocational training in Morocco (KOICA). NAMCO’s work contributes directly to inclusive growth and progress toward the Sustainable Development Goals (SDGs).
Job Specific Context
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. The UNOPS North Africa Multi-country Office (NAMCO) oversees operations in Tunisia, Morocco, Libya, Algeria, Egypt, and Madagascar, while also extending its reach to the Comoros, Seychelles, and Mauritius. Since the start of 2026, NAMCO has integrated Madagascar and the Indian Ocean Small Island Developing States (SIDS), driven by its commitment to operational excellence. NAMCO facilitate socio-economic transformation across the region through a diverse portfolio of initiatives, including: Developing physical infrastructure and managing public procurement across sectors such as health, justice, education, and waste management. Fostering employment through entrepreneurship initiatives and enhanced access to the labor market. Strengthening the participation and engagement of civil society organizations. Executing transactional projects by providing human resources and administrative expertise to NGOs and fellow UN entities. |
Role Purpose
Under the global leadership of the Multi-Country Office Director, and under the direct supervision of the Partnerships and Communication Team Lead.The Partnerships Associate is responsible for managing the complete process of partnership development, resource mobilization, and project identification within the North Africa Multi-Country Office. This includes ensuring the quality, timeliness, and accuracy of all transactions related to partnership engagement, explaining complex procedures to stakeholders, and identifying improvements to the process, thereby strengthening UNOPS' strategic positioning and project pipeline in the region. |
Functions / Key Results Expected
1. Project Development and Positioning of UNOPS |
Support the identification and development of new projects and business opportunities aligned with UNOPS' mandate, strategic priorities and areas of comparative advantage. Conduct research and analysis of development priorities, government programmes, donor strategies, investment priorities and emerging needs to identify potential areas for UNOPS engagement. Support the preparation of expressions of interest, concept notes, capacity statements, proposals, logical frameworks and other project development documents. Liaise with internal teams and prospective partners to gather relevant information, understand project requirements and contribute to the formulation of project concepts and initial project requests. Support the preparation of high-level estimates of project scope, effort and costs and the consolidation of information required for project development. Contribute to positioning UNOPS as a relevant implementation partner by identifying opportunities where UNOPS expertise, operational capacity and project management capabilities can respond to partner priorities. Support the preparation of background information, partner profiles, briefing notes, talking points and presentations for project development discussions, missions and strategic meetings. Participate in meetings with prospective partners and stakeholders and support the systematic follow-up of agreed actions and opportunities. Maintain up-to-date information on prospective projects, opportunities and relevant partner intelligence. |
2. Partnerships and Resource Mobilization |
Support the identification, mapping and analysis of potential funding and partnership opportunities with governments, UN entities, bilateral and multilateral donors, international financial institutions, multilateral development banks, foundations, NGOs, civil society and the private sector. Contribute to the implementation of the Multi-Country Office's partnership and resource mobilization priorities by supporting the identification, development and follow-up of relevant opportunities. Maintain an up-to-date overview of key partners, donor priorities, funding cycles, funding mechanisms and partnership modalities. Support engagement with existing and prospective partners by preparing relevant information, coordinating follow-up and documenting key discussions and opportunities. Assist in preparing materials for donor and partner meetings, missions and other resource mobilization activities. Support the development and follow-up of partnership opportunities from initial identification through to project development and, where relevant, engagement approval. Support the preparation and consolidation of project documentation, budgets, legal agreements and other information required for the development and review of new engagements. Contribute to the engagement review process by ensuring that information is complete, accurate and appropriately documented, and by supporting the coordination of required reviews and approvals. Support the monitoring of the resource mobilization pipeline and provide regular updates on opportunities, actions and next steps. |
3. Strategic Planning |
Support the development and implementation of the Multi-Country Office's strategic positioning, partnership and resource mobilization priorities. Contribute to the analysis of development trends, government priorities, donor strategies and socio-economic developments in countries covered by the Office, with a view to identifying potential areas for UNOPS engagement. Support the preparation and monitoring of relevant strategic and country action plans in coordination with the Partnerships and Communication Team Lead and relevant colleagues. Contribute to identifying emerging sectors, funding priorities and partnership opportunities that could strengthen UNOPS' positioning and project pipeline. Support the preparation of strategic briefings, analytical notes, presentations and other materials for internal and external discussions. Contribute to internal coordination and knowledge sharing on strategic positioning, partnerships and resource mobilization opportunities. Support the organization and follow-up of strategic missions, consultations and stakeholder engagements. |
4. Communication and Knowledge Management |
Provide targeted communication support to partnership, resource mobilization and project development activities, ensuring that UNOPS' capabilities, project results and added value are effectively communicated to relevant stakeholders. Support the documentation and dissemination of project results, achievements, lessons learned and good practices to strengthen UNOPS' positioning and partner engagement. Support the organization and dissemination of knowledge and information relevant to partnerships, resource mobilization and project development. Contribute to the visibility of UNOPS through selected events, publications and other outreach activities, as required. Support the preparation of meeting minutes, action-oriented summaries and follow-up trackers for relevant partnership and strategic meetings. |
Other Responsibilities |
Maintain accurate and up-to-date records in relevant UNOPS systems, databases and repositories. Provide organizational and coordination support to project development, partnership and resource mobilization activities. Perform any other duties and responsibilities as assigned by the Partnerships and Communication Team Lead. |
