Background:
As part of its efforts to strengthen sustainable institutional training capacity among border security agencies, the Border Management Staff College (BMSC) is developing a series of practical learning resources that will enable alumni to design, deliver, and maintain effective training programmes within their own organizations. These resources will support participants in identifying organizational learning needs, developing training aligned with agency priorities and international standards, selecting appropriate delivery methods, applying adult learning principles, communicating effectively across cultures, and developing engaging learning materials. In parallel, BMSC is establishing an e-learning platform to host self-paced courses and training resources. This consultancy will support the development of these training packages and the organization of the College's online learning environment.
Objective of Assignment:
To develop three complementary training packages on training design and delivery, and to support the organization and design of BMSC's e-learning platform to enable sustainable, high-quality self-paced learning.
Duration of Assignment:
22 working days (remotely) within a two-month period
Tasks and Responsibilities:
Under the overall supervision of the BMSC Director, the successful candidate will be tasked with the following duties:
- Developing an online training module on how to design training programmes for participants' own agencies. The module should cover conducting a training needs assessment; understanding the target audience; aligning training with organizational priorities and operational objectives; researching and selecting relevant reference materials, tools and resources; developing measurable learning objectives; selecting appropriate delivery methods (in-person, virtual, blended or self-paced); developing lesson plans; preparing facilitator notes; designing participant materials; creating assessments; and evaluating training effectiveness;
- Adapting existing BMSC training materials into self-paced online courses. Using training materials already developed by BMSC, convert the Adult Learning Principles course and the Intercultural Communication course into engaging self-paced learning modules suitable for independent study;
- Adapting existing AI courses, currently on Moodle, to the e-learning platform and standardize all design and add additional learning activities where necessary. In addition, adapt existing training written by 41st Staff Course cohort for the online platform;
- Designing and organizing the BMSC e-learning platform. Develop a consistent course structure and visual design for the platform; upload course materials; organize navigation; standardize layouts; improve usability; and ensure a consistent learner experience across all courses;

Incorporate feedback from BMSC and finalize the course materials for future use in Staff Courses and self-paced learning components.
Deliverables:
Complete self-paced online course developed and uploaded to BMSC's e-learning platform, including learning objectives, instructional content, practical exercises, quizzes, downloadable templates, and supporting resources;
Two complete self-paced online courses uploaded to the BMSC e-learning platform, incorporating existing BMSC content together with interactive learning activities, quizzes, knowledge checks and downloadable resources;
Two AI courses moved from Moodle to e-learning platform with standardized design and some additional interactive questions and activities. One training developed on ppt moved to the e-learning platform and edited for self-paced and accuracy in border management thematic areas;
BMSC e-learning platform organized with consistent branding, navigation and course structure, with the initial training courses uploaded, tested and ready for implementation;
Final revised course materials submitted to BMSC, ready for repeated use in future training activities.

Necessary Qualifications:
- An advanced university degree in education, instructional design, organizational development, public administration, international relations, social sciences, or another relevant field.
- A minimum of 10 years of progressively responsible professional experience in capacity development, curriculum development, training design, organizational development, or programme management.
- Demonstrated experience developing competency-based training curricula, learning resources, or capacity-building programmes for government institutions, international organizations, or civil society organizations.
- Demonstrated experience designing practical training materials for adult learners, including learning objectives, lesson plans, facilitator guidance, participant resources, presentations, exercises, and assessment tools.
- Experience developing or adapting training materials for online or self-paced learning platforms.
- Demonstrated experience facilitating workshops, strategic planning processes, or organizational capacity development initiatives.
- Excellent analytical, drafting and communication skills, with the ability to translate complex concepts into practical and accessible learning materials.
- Demonstrated experience working in multicultural and international environments and engaging with government officials and other stakeholders.
- Excellent command of English, both written and spoken.
- Proficient use of Microsoft Office applications and familiarity with online learning platforms and digital learning tools.
Desirable qualifications / thematic expertise for roster assignments:
- Subject-matter expertise in illicit drugs and cross-border drug trafficking, including one or more of the following: new psychoactive substances and synthetic drugs; trafficking routes, concealment methods and interdiction trends; precursor chemicals and diversion of dual-use chemical materials; or another emerging drug-related topic relevant to border agencies.
- Subject-matter expertise in unmanned aerial systems (UAS/drones) and border security, including legitimate operational applications as well as criminal misuse; detection, counter-UAS considerations, governance, safety and responsible use.
- Expertise in dual-use technologies relevant to border management, including assessment of legitimate versus illicit applications, safeguards, transfer or export-control considerations, and risk mitigation.
- Knowledge of comparative national approaches to introducing advanced border-security technologies, including how different countries select use cases, train and authorize personnel, establish oversight, vet users or partners, and reduce the risk that technology is diverted or used for illicit purposes.
- Expertise in organized crime affecting borders, including one or more of the following: recognition and interpretation of financial or trade documents and indicators of illicit activity; cross-border communication methods and network structures used by organized criminal groups; illicit financial flows; trade-based money laundering; or related financial crime.
- Experience developing training on integrity and anti-corruption in border-management settings, including corruption-risk identification, conflicts of interest, insider threats, reporting mechanisms, institutional safeguards and practical prevention measures.

Operational, policy, research or training experience with border, customs, police, financial-investigation, organized-crime, counter-narcotics, technology-governance or related institutions.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
