BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the overall and Direct supervision of the Country Director (CD) the successful candidate will be supporting the WFP mission’s program under the Disaster Risk Reduction (DRR) and the UN Sustainable Development Cooperation Framework (UNSDCF) in Iran (Islamic Republic of).

Iran is exposed to a variety of risks – hydro-meteorological and geophysical hazards. The range and intensity of extreme natural and weather-related events, coupled with fast-growing urbanization and inadequate disaster preparedness, are increasing Iran’s vulnerability to natural hazards. According to the global Climate Risk disasters are expected to become more frequent and intense and, compounded by socio- economic risks, are affecting the poorest segments of the population, most notably refugees and vulnerable people. Disaster preparedness is critical to increase Iran’s resilience to future shocks and disasters.Index (CRI), Iran is ranked 18th with a score of 27.55. According to the Iran Meteorological Organization, the average temperature has risen by 2°C since the 1960s, and rainfall has decreased by 20% in the past two decades. As a result, climate-related events, water scarcity and natural-hazard induced. It is this background that WFP Iran intends to expand the capacity in the DRR and climate change to be able to better support the government, communities, and refugees.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

Programme Implementation and Support

  • Perform specialized programme support activities related to disaster risk reduction, climate change adaptation, resilience building and emergency preparedness, ensuring alignment with WFP programme policies, standards and guidelines.

  • Support planning, implementation and monitoring of DRR and climate resilience projects and activities, tracking progress against workplans and identifying implementation issues requiring attention.

  • Compile, organize and analyze programme information and data to support preparation of reports, briefing notes, presentations, situation updates and programme documents.

  • Contribute to development, revision and implementation of contingency plans, standard operating procedures (SOPs), risk profiles and preparedness measures related to disaster risk reduction and emergency response.

Coordination and Partnerships

  • Coordinate and maintain regular communication with government counterparts, UN agencies, NGOs, academic institutions and other stakeholders engaged in DRR, climate change and resilience initiatives.

  • Lead organizing and facilitation of technical meetings, workshops, consultations and working groups, including preparation of agendas, minutes, action points and follow-up activities.

  • Act as a focal point for day-to-day coordination of DRR-related activities and provide timely responses to operational and programme-related queries.

  • Lead WFP participation in inter-agency coordination mechanisms and relevant UNSDCF related to disaster risk reduction, climate action and resilience.

Assessments, Analysis and Reporting

  • Coordinate disaster risk, vulnerability, preparedness and capacity assessments through data collection, stakeholder engagement, analysis and reporting.

  • Compile and maintain databases, records and information products related to DRR and climate resilience activities in accordance with WFP standards and reporting requirements.

  • Monitor activity implementation and performance indicators, identify trends and issues, and provide recommendations to support programme improvement and operational decision-making.

  • Prepare technical and programme reports and contribute inputs to donor reports, concept notes, project proposals and partnership documents.

Capacity Strengthening and Knowledge Management

  • Take the lead in preparing and delivering training sessions, workshops and capacity strengthening activities for government partners, UN agencies and WFP staff on DRR, climate resilience and emergency preparedness.

  • Contribute to knowledge management activities by documenting lessons learned, good practices and technical resources related to disaster risk reduction and climate resilience programming.

  • Follow corporate emergency preparedness practices and support preparedness planning to ensure effective and timely response to emergencies and disasters.

  • Perform other related duties as required.

QUALIFICATIONS AND EXPERIENCE

Education

  • Completion of secondary education.

  • University degree or post-secondary certificate in Disaster Risk Management, Environmental Studies, Climate Change, Social Sciences, International Development or a related field is highly desirable.

Experience

  • At least five years of progressively responsible experience (or as per SC5 requirements) in disaster risk reduction, climate change, resilience, emergency preparedness, humanitarian assistance or related fields.

  • Experience coordinating with government entities, UN agencies, NGOs or development partners.

  • Experience supporting assessments, programme implementation, reporting and stakeholder coordination.

  • Experience in disaster response or preparedness programming is desirable.

  • Experience working in multicultural environments and with international organizations is an asset.

Knowledge and Skills

  • Knowledge of disaster risk reduction, climate adaptation and emergency preparedness concepts.

  • Ability to compile and analyze information and prepare quality reports and briefing materials.

  • Strong coordination, communication and stakeholder engagement skills.

  • Ability to work independently with minimum supervision and manage multiple priorities.

  • Proficiency in Microsoft Office applications, particularly Word, Excel and PowerPoint.

  • Strong interpersonal and teamwork skills.
