At Geneva level, the Health and Care Department’s (HCD) New Strategic Direction 2023 focuses on Health Systems Strengthening and WASH Systems Strengthening through four pillars: Global Health Security, Global Health Protection (UHC), Global WASH Services and Transformative Partnership.

The Global Health Protection (UHC) pillar houses and chairs the Alliance for Malaria Prevention ( AMP), a partnership of more than 40 organizations, including government, private sector, faith-based and humanitarian organizations, focused on three main activities: (1) coordination of partners involved in insecticide-treated net (ITN) campaign and continuous distribution (CD) activities; (2) development of operational guidance for planning and implementing of ITN distribution based on an iterative process; and (3) providing technical assistance to national malaria programmes and partners based on requests. AMP’s activities support achievement of the WHO Global Technical Strategy (GTS) targets for high coverage and use of ITNs. AMP is a workstream within the RBM Partnership to End Malaria. Harnessing the global leadership and management systems of IFRC, AMP is uniquely positioned to support and advance country-level efforts to optimize ITN distribution and ensure that the right nets reach the right people at the right time through both campaign and continuous distribution channels.

Job Purpose

Working in close collaboration with AMP staff and the technical assistance (TA) team, the objective of the proposed work is to support the provision of AMP TA for ITN mass campaigns in particular for logistics, strategy, operations and monitoring and evaluation (M&E), including surge support as needed on an ad hoc basis.

The consultant will also be engaged on a short-term basis to guidance documents and tools under development by AMP staff and technical assistance teams, as well as to ensure quality control and standardization of AMP TA mission outputs.

1) Save lives, protect livelihoods and strengthen recovery from disasters and crises

Project objectives:

Objective #1:Scaling up and maintaining universal coverage targets of malaria prevention with ITNs through all available channels including mass distribution campaigns and continuous distribution channels.

Desired outcomes:Successful support to the AMP team with technical assistance provision and high-quality TA outputs.

Job Duties and Responsibilities

The consultancy will support specific activities and will particularly:

  • Provide logistics and operations technical assistance for ITN campaigns and fill gaps in TA as needed due to late requests, gaps between contracts or other reasons.
  • Support national malaria programmes and partners with high-quality guidance and technical support to ensure achievement of ITN distribution objectives.
  • Respond to requests for review of documents, including campaign and logistics plans of action, their annexes and other documents.
  • Support country exchange, experience sharing and technical capacity strengthening from in-country peer-to-peer interactions.
  • Provide quality control of AMP TA deliverables and ensure standardization and alignment with AMP guidance and best practices.
  • Build capacity of the AMP technical and staff teams, national malaria programmes and partners focused on supply chain management and logistics.
  • Participate in ad hoc calls/theme-specific calls.
  • Submit a sit rep for countries receiving light-touch support and provide updates on the weekly AMP calls.
  • Ensure familiarity with country-specific (to be identified in the course of the consultancy) AMP TA through review of situation reports and calls with specific TA providers or TA teams as needed.

Deliverables:

  • AMP TA is implemented at high quality, with work product that can be used successfully by the supported country.
  • High-quality guidance and technical support to ensure achievement of ITN distribution objectives provided to national malaria programmes and partners.
  • Quality control, backstopping and surge support for AMP TA teams.
  • Situation report reviews for ongoing AMP TA.
  • Organization and support for training sessions, webinars, and online learning courses.

Time allocation

  • The consultancy assignment will run until 31st of December 2026.

Education

Required

  • Advanced university (master’s) degree in public health, social science, public administration, business administration or related area.

Experience

Required

  • At least 7 years of experience working on mass ITN distribution campaigns, mass vaccination campaigns, or other large-scale health programmes.
  • Minimum 5 years of experience in the following ITN campaign areas: Strategy, logistics and monitoring and evaluation.

Knowledge, Skills and Languages

Required

  • Working knowledge of French.

Preferred

  • Working knowledge of English is desired.
