Background and general description
The FPG unit for Southern Africa and East Africa (EAEM2) is looking for a local economist to be based in Maputo, Mozambique. The selected candidate will contribute substantially to analytical work and lending operations. She or he will report to the FPG Practice Manager covering the EAEM2 unit, which comprises 14 countries across three Country Management Units: AECS1 (South Africa, Botswana, Eswatini, Lesotho, Namibia), AECS2 (Mozambique, Comoros, Madagascar, Mauritius, Seychelles), and AECC2 (Angola, Democratic Republic of Congo, São Tomé and Príncipe, and Burundi). The unit has a strong focus on prudent macro-fiscal policies, structural reforms, inclusive growth, and job creation.
The World Bank’s FPG engagement in Mozambique supports the country’s efforts to strengthen macroeconomic stability, fiscal and debt sustainability, domestic resource mobilization, and the management of natural-resource revenues, while fostering a more diversified, productive, and job-rich economy. The work program combines policy dialogue, financing operations, technical assistance, and analytical work, including macroeconomic monitoring, Macro Poverty Outlooks, economic updates, public finance analysis, and work on growth and jobs. Particular attention is given to translating Mozambique’s natural-resource potential into broad-based development outcomes, strengthening institutions and fiscal frameworks, and supporting private-sector development and economic resilience.
As an Economist for EAEM2, you will contribute to the country team covering Mozambique and, as needed, to the regional FPG team working on other countries. The Economist will be based in Maputo and work closely with the Division Director, Senior Country Economist, Lead Economist, and other members of the country team, and will report to the FPG Practice Manager. The position requires strong analytical capability, sound judgment, close engagement with government counterparts and development partners, and the ability to deliver high-quality outputs under tight deadlines.
The Country Economist will:
• Contribute to FPG Advisory Services and Analytics (ASA) in macroeconomic and fiscal management, macroeconomic modelling, data analysis, public finance, growth, jobs, and private-sector development;
• Collect, analyze, validate, and maintain economic, fiscal, debt, external-sector, financial, and socioeconomic data related to Mozambique, and communicate findings clearly through tables, charts, briefs, presentations, and analytical notes;
• Maintain macroeconomic databases and regularly prepare updated medium-term macroeconomic projections, using economic and financial models and World Bank toolkits;
• Contribute to the preparation of Macro Poverty Outlooks, economic updates, public finance and growth diagnostics, Debt Sustainability Analysis, Country Policy and Institutional Assessments, policy notes, and other country and regional knowledge products;
• Contribute to the design and implementation of financing operations, including Development Policy Financing, to the design and implementation of SDFP Performance and Policy Actions, and to technical assistance supporting the Government’s reform program;
• Serve as a task leader or team member for country-specific financing operations and/or analytical and advisory services, commensurate with experience;
• Support the Country Management Unit in implementing the World Bank program in Mozambique and contribute to cross-practice collaboration around country priorities;
• Contribute to policy dialogue with government counterparts on macro-fiscal policy, debt, domestic revenue mobilization, natural-resource revenue management, structural transformation, productivity, and job creation;
• Establish and strengthen partnerships with bilateral and multilateral agencies, research institutions, academia, civil society, and other stakeholders, helping leverage knowledge and resources;
• Contribute to the dissemination of World Bank knowledge products to government, development partners, civil society, academia, the private sector, and other key audiences; and
• Contribute to regional and cross-country analytical and operational work within EAEM2 as business needs require.
Selection Criteria
• Minimum of a Master’s degree in economics or a closely related field (PhD preferred), and at least 5 years of relevant professional experience. A PhD would be considered equivalent to 3 years of work experience;
• Solid background in macroeconomic modelling, fiscal analysis, and applied economic policy analysis;
• Strong knowledge of Mozambique’s key development challenges and policy priorities, including macro-fiscal management, debt, natural resources, structural transformation, private-sector development, and jobs;
• Demonstrated ability to work with macroeconomic, fiscal, debt, external-sector, and socioeconomic datasets, and to produce robust and policy-relevant analysis;
• Experience contributing to economic reports, policy notes, technical assistance, or government reform programs; experience with World Bank financing operations or similar multilateral operations is an advantage;
• Excellent analytical, drafting, and communication skills, with the ability to write clearly and concisely in English and Portuguese;
• Strong interpersonal skills and the ability to work effectively in a multicultural and diverse team, manage multiple priorities, and deliver under tight time constraints;
• Ability to build effective working relationships with clients, colleagues, development partners, and other stakeholders; and
• Fluency in English and Portuguese.
