Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. The second phase of the Social Territories Program aims to strengthen the Municipality of Rio de Janeiro’s intersectoral strategy for addressing multidimensional urban poverty. It will do so by enhancing institutional capacity to produce, integrate, and use territorial evidence, while promoting actions that expand social participation, strengthen community belonging, and improve access to educational, cultural, and productive inclusion opportunities. To properly implement the above-mentioned project, a Programme Analyst is required. Report to UN-Habitat Manager The Programme Analyst reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Programme Analyst will support the implementation of the project, and its activities, with the following responsibilities: a. Provide technical and operational support for the implementation of project activities, ensuring alignment with project objectives and outputs. b. Collaborate with the implementation of key project activities, including communication and awareness campaigns, the development of strategic and technical frameworks, capacity-building initiatives, and data collection, analysis, and management processes. c. Contribute with the organization and delivery of trainings, workshops, consultations, and participatory processes, ensuring inclusive approaches with attention to gender and vulnerable groups. d. Prepare technical documents, consolidating all team inputs into high-quality final deliverables aligned with project outcomes and indicators. e. Contribute to the collection, analysis, and management of data and urban indicators, supporting evidence-based decision-making and the preparation of technical documents, reports, and knowledge products. f. Promote stakeholder engagement and coordination with government counterparts, civil society, academia, and private sector partners, facilitating communication, alignment, and implementation of project activities. g. Provide logistical and technical support for meetings, events, and coordination processes, and prepare updates on project progress, deliverables, and implementation status. h. Contribute with project management and implementation, including monitoring activities, tracking deliverables and timelines, and contributing to procurement and recruitment processes, such as the preparation of terms of reference and follow-up on contracting procedures in accordance with UN-Habitat operational guidelines. i. Collaborate in identifying risks, challenges, and implementation gaps, and support the development of mitigation measures. j. Document and systematize project activities, including preparation of meeting minutes, and ensure that lessons learned and best practices are captured, organized, and accessible for internal use and knowledge-sharing purposes. k. Handle the supervision and management of consultants’ activities and review their deliverables for compliance with project requirements, facilitating their submission for payment processing. l. Ensure technical quality and compliance with Agency standards and partners’ expectations. m. Document project processes, methodologies, and outputs. n. Ensure timely implementation of deliverables according to the work plan. o. Participate in meetings, missions, and events as required, and perform other related duties as assigned by the supervisor. p. Provide technical guidance on the localization of international frameworks (e.g., SDGs, New Urban Agenda). q. Maintain organized records of project activities, risks, and key documentation. r. Develop and disseminate knowledge products. s. Organize project events, workshops, and training activities. t. Have compliance with UN-Habitat quality standards and project requirements, ensuring consistency with institutional guidelines, methodologies and expected outcomes. u. Develop reports following ABNT guidelines, ensuring alignment with UN-Habitat’s quality standards and project requirements. v. Ensure the adoption of ethical principles in the course of the consultancy, particularly regarding active listening, respect for diversity and the promotion of safe, inclusive and participatory learning environment. w. Perform any other management-related duties assigned by the Head of Brazil Office, consistent with the functions of the position. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant will support the project’s implementation according to the stated responsibilities.
Qualifications/special skills
Education Required: • Bachelor’s degree in Public Administration, International Relations, Social Sciences, Architecture and Urbanism, Law, Geography, Economics or related fields is required, or an additional three (3) years of relevant experience to the post, beyond the requirement. Desirable: • Postgraduate degree (Lato Sensu or Stricto Sensu) in Public Administration, Education, Economics, Social Sciences, Political Science, Law, International Relations, or related fields is desirable. Work experience • Minimum of three (3) years of progressively responsible experience in project/programme management on development or urban related themes is required. • Professional experience on themes related to public policies, slums, data analysis and information, social and urban development, articulation and coordination of stakeholders on implementation of policies and projects in Brazil is required. • Professional experience on team’s management is required. • Professional experience on participatory workshops elaboration and guidance is desirable. • Previous experience within the UN System is desirable. Skills • Good computer skills in Windows and Office packages and Web search engines are required. • Good handling of technological tools and use of software and online platforms is required. • Good knowledge of project management methodologies is desirable. • Good command of geographical information systems (GIS) software such as QGIS or ArcGIS and/or programming languages such as R or Python is desirable. • Good knowledge of project management methodologies is desirable. Languages
• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese and English is required. Working knowledge of Spanish is desirable.

Travel details: Applicable The incumbent may be required to undertake official travel within Brazil, subject to project requirements and prior authorization of Head of Brazil Office. All official travel will be undertaken in accordance with applicable United Nations travel policies and procedures. Contract type LICA, UNOPS, with Cigna health insurance. Remuneration Remuneration will be determined in accordance with the applicable UNOPS Local ICA or UNDP’s salary scale and the level established through the official classification process.
